The Management and Budget division seeks an exceptional procurement professional who is highly motivated and detail oriented, to serve as an Assistant Deputy Agency Chief Contracting Officer. The successful candidate will have worked in a fast paced, complex agency, and have extensive experience in managing City procurements, in developing solicitation documents, reviewing and approving documents on behalf of the DACCO.

The Assistant Deputy ACCO duties will include but are not limited to:

  • Coordinate and collaborate with all stakeholders in the procurement process.
  • Assist the DACCO in managing the contract and purchasing activity of various OTI units.
  • Manage and coordinate vendor due diligence reviews, including recommendation of strategies for resolution of complex responsibility determination issues.
  • Review the procurement needs of the Agency and develop work plans to meet these needs.
  • Achieve procurement milestones for high-priority programs with vigorous timeframes; ensure compliance with procedures of the Procurement Policy Board and the Mayor's Office of Contract Services (MOCS)
  • Utilize PASSPort, FMS, and DMSS and other systems for review, approval and processing of Purchasing Requisitions, Responsibility Determinations, PSRs, RFPs, CSBs, RFAs, RCAMs, RFRs, M/WBE None-Competitive Small Purchase.
  • Possess the ability to supervise a staff of professional, and administrative employees performing duties related to the above functions and manage the workflow.
  • Provide technical advice and quality assurance to the staff to ensure work is performed correctly, and develop procedures for administration of contract, and purchasing activities.
  • Educate and advise Agency staff on appropriate procurement methodology and applicability of local procurement laws.
  • Represent the DACCO in key meetings with senior officials, negotiation with vendors and conduct public hearings if authorized.
  • Perform special projects and initiatives as assigned.


HOURS/SHIFT

Day - Due to the necessary duties of this position in a 24/7 operation, candidate may be required to work various shifts such as weekends and/or nights/evenings.

Minimum Qualifications

  • A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in purchasing, procurement, contract administration or a related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or
  • A combination of education and/or experience equivalent to "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in "1" above.


Possession of an acceptable professional procurement certification may be substituted for up to one year of the experience described in "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in""1" above.

Preferred Skills

The preferred candidate should possess the following: - Understanding and working knowledge of the NYC PPB Rules - History of successful development of solicitation documents (specifications and scope of work)
