NYAIL is a state-wide, non-profit organization, working with Independent Living Centers across the State to eliminate physical, communications, attitudinal, and other barriers for people with disabilities. NYAIL members are Independent Living Centers (ILCs), consumer controlled, cross-disability providers of advocacy, services and supports to people with disabilities. NYAIL administers several statewide programs in collaboration with member ILCs, overseeing a $40 million annual operating budget and more than 50 subcontracts.

Duties and Responsibilities: The Chief Financial Officer (CFO) reports directly to the Executive Director and is responsible for the full scope of NYAIL’s financial operations, including oversight of all fiscal systems, policies, grant-related accounts, and compliance functions. The CFO leads the Finance Department, which includes three full-time staff members.

Key responsibilities include, but are not limited to:

Financial Leadership & Cash Flow Management

  • Provide high-level leadership for NYAIL’s financial operations, guiding fiscal policy, oversight, reporting, and the development of systems that support long-term organizational stability.
  • Provide comprehensive oversight of organizational cash flow, including day‑to‑day management and long‑range cash‑flow projections.
  • Oversee deposits, accounts payable, accounts receivable, and ACH/electronic payment processing.

Grant & Contract Management

  • Manage complex, multi-source funding streams, including but not limited to grants and contracts from NYS Department of Health (DOH) and NYS Education Department / ACCES-VR.
  • Oversee preparation of all required grant vouchers, invoices and reports for submission to funding agencies, ensuring accuracy, timeliness, and full compliance.
  • Monitor and ensure ongoing compliance with all grant‑related MWBE requirements, working closely with purchasing staff and overseeing timely, accurate MWBE reporting to New York State.
  • Execute and maintain grant-related payment systems for subcontractors and vendors.
  • Manage all subcontractor fiscal processes, including auditing invoices, ensuring proper documentation, and issuing timely vendor payments.

Accounting, Reporting & Compliance

  • Oversee reconciliation of all financial accounts, ensuring accuracy and adherence to GAAP.
  • Prepare and distribute internal and external financial reports, including Board Reports, contract-specific financial documentation and ad hoc reports.
  • Lead the preparation of agency-wide and grant-specific budgets; collaborate with program leadership on budget development and monitoring.
  • Manage year-end close-out procedures and coordinate preparation for annual independent single audit.
  • Maintain sound financial and programmatic recordkeeping systems in accordance with state, federal, and organizational requirements.

Operational Management & Staff Supervision

  • Oversee the work of Finance Department staff, including the Comptroller, Bookkeeper, and Account Clerk; and provide leadership, training, and professional development.
  • Review, update, and implement fiscal policies and procedures to promote efficiency, compliance, and best practices in non-profit financial management.
  • Partner with the Executive Director and Assistant Executive Director on organizational planning, financial strategy, and risk assessment.
  • Oversee payroll processing, 401(k) deposits, and related compliance tasks.

Additional Duties

  • Perform other tasks as assigned by the Executive Director or Assistant Executive Director.

Qualifications:

· Bachelor’s degree or higher in Accounting/Finance, or a related field.

· Strong knowledge of GAAP and non-profit fiscal management.

· Experience managing finances in a non-profit setting, including government grants (experience with NYS DOH or NYSED/ACCES-VR is strongly preferred).

· Advanced proficiency with QuickBooks (or similar accounting system) and the Microsoft Office Suite.

· Demonstrated leadership skills and experience supervising finance staff.

· Exceptional organizational, analytical, interpersonal, verbal, and written communication skills.

· Experience directing or contributing to a finance department preferred.

· Knowledge of the Independent Living philosophy and disability rights preferred.

· Preference will be given to individuals with lived experience with a disability.

Salary and Benefits:

NYAIL offers a competitive salary and benefits package including employer-paid health insurance, a 401k retirement plan, life insurance and short-term disability insurance. The salary estimate for this position is in the range of $140,000-$150,000.

This is an Albany-based position with remote work available.
