This position is located within the State Parks Division's Design and Development Bureau. The Bureau is responsible for planning, designing, and implementing capital improvements to park facilities and infrastructure to support State Parks' mission.
The Engineering Project Manager will participate in design and construction management for recreation amenities, transportation infrastructure, water/wastewater infrastructure, buildings, electrical infrastructure, mechanical systems, and other engineering projects for New Mexico's State Parks. Task will include coordination of assessments, contracting, preliminary and detailed design, permitting, and management of project implementation. The project manager will oversee project documentation for new construction, renovations and improvements for facilities and infrastructure projects as authorized by the Division. He/She will participate in procurement of professional engineering services contracts, compile scopes of work for task orders, and facilitate contract management; along with reviewing quotes, analyzing capabilities of contractors and recommending selection of contractor for award of project. The project manager will further manage implementation of capital improvement projects and ensure compliance of the project to contract document and Division requirements.
Engineering Project Manager will be responsible for managing and overseeing multiple, large, and complex design and construction projects. Essential duties include but are not limited to the following:
Engineering Project Management:
- Consult with park staff on structure and infrastructure issues at a regional and Park level; Inspect and prioritize recreation amenities, structures, transportation infrastructure, water/wastewater infrastructure, buildings, electrical infrastructure, mechanical systems, and other engineered assets for potential future improvements and deferred repairs.
- Participate in conceptual development of engineering projects with administration, park staff and design professionals.
- Manage engineering design for all State Park facilities and infrastructure including the design, review, and estimation of costs.
- Coordinate with staff and consultants to ensure completion of environmental and cultural resource compliance, permitting, and land-managing agency approval required to implement projects.
- Manage contracting and construction oversight of all aspects of assigned projects.
- Provide technical assistance to park staff in undertaking construction of engineering related park improvements.
- Oversee other design and construction activities for State Parks, as needed.
Project Administration and Management:
- Evaluate the feasibility of projects by looking at costs, time and labor requirements, assessing the environmental impact and risks connected to projects, and managing, directing and monitoring progress during each stage of a project while making sure that sites meet legal guidelines, health and safety requirements.
- Administer procurement for engineering related projects, including requesting proposals, issuing purchase orders, tracking of costs, and reporting.
- Advise on budget issues for Division engineering projects.
- Assist with the development of Request for Proposals (RFP) and Invitation to Bid (ITB) for materials and services required for completing engineering projects.
- Participate in Park Management Plans as directed by management.
Internal and external customers, visitors throughout the state of New Mexico and surrounding states who are campers, hikers, and boaters that come to visit the park for a variety of reasons. Local community businesses in surrounding areas of the park.
- Master's Degree from an accredited college or university in a relevant engineering discipline with licensure and ten (10) years engineering experience, two (2) years of which must be as a Licensed Professional Engineer.
- At least ten (10) years of experience with project management related to the design, construction, and repair of commercial or industrial infrastructure, facilities, and systems.
- At least five (5) years of experience managing projects for a government agency or private entity with multiple business locations.
- At least five (5) years of experience in facility and infrastructure condition evaluation, construction inspection, and/or job-site management.
- Extensive working knowledge of New Mexico construction laws and regulations.
- Extensive working knowledge of water, wastewater, transportation, general civil, electrical, HVAC, and structural design and implementation.
- At least five (5) years of experience in budgeting and contract management.
Bachelor of Science Degree from an accredited college or university in a relevant engineering discipline and three (3) years of engineering experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling seven (7) years may substitute for the required education and experience. Must be licensed by the NMBLPEPS as a Licensed Professional Engineer in good standing within six (6) months of hire.
- Must possess and maintain a valid New Mexico Driver's License.
- Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.
- Work is performed in an office and field setting. Office work requires long-periods of sitting, exposure to visual/video display terminals and extensive personal computer and phone usage. Field work requires operation of a motor vehicle, long-distance travel, repetitive motions, stooping/bending, lifting up to 30 pounds, climbing ladders, accessing confined spaces, and working around heavy equipment, loud noises, dust, and potential for irregular exposure to environmental contaminants or worksite chemicals. May be required to work in adverse weather conditions, extreme cold and heat. Shift work is occasional and may include holidays, weekends, or extended hours.
