Under direct supervision from the Treasurer contributes to the efficient daily operation of the Treasurer’s Office in accordance with the established policies and procedures of Lincoln County. Maintains professionalism in all interactions with internal and external customers.

Work Environment
Work is generally performed in an office environment with a moderate noise level. Work may occur occasionally outdoors where incumbent may be exposed to varying temperature and weather conditions. Occasional exposure to dust, fumes, airborne particles and/or allergens. Evening and/or weekend work may be required. Tight time constraints and multiple demands are common. Travel may be required for training, meetings, conferences, presentations, and other events.
Physical/Mental Requirements
While performing the duties of this job, the employee regularly is required to sit; move throughout the office/complex/site; use hands to manipulate, touch, or grasp objects and materials; reach with hands and arms; and communicate effectively. The employee occasionally is required to lift/move up to 20 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Incumbent may sit for extended periods of time. Position may cause stress and tension; and require incumbent to quickly change position on issues when presented with better alternatives.

Tools used in performing the essential functions of the job: Copier, vehicle, fax machine, telephone, computer, general office supplies and equipment, word processing software, presentation software, accounting software, adding machine.

Job Summary
Under direct supervision from the Treasurer contributes to the efficient daily operation of the Treasurer’s Office in accordance with the established policies and procedures of Lincoln County. Maintains professionalism in all interactions with internal and external customers.
Essential Functions
- Performs customer service and cashiering/teller duties including researching, receiving, processing, posting and recording high volume property tax payments while ensuring that all payments are processed quickly and accurately; prepares payment refunds and voids; receives, processes, posts and records miscellaneous receipts from all county and associated agencies.
- Balances terminal and prepares bank deposits daily; files daily, monthly and yearly reports, tax receipts, miscellaneous receipts, daily reconciliation, and tax schedules; performs monthly reconciliation of credit card payments and receipts.
- Generates monthly Treasurer’s financial reports; compiles, audits, and reports monthly outstanding checks reporting form for financial book; compiles, prints, and distributes monthly Treasurer Financial Reports.
- Maintains an inventory of Treasurer’s storage building.
- Performs record management of Treasurer’s Office for record retention and disposition.
- Keeps current in training of New Mexico Archival & Records Management.
- Works with New Mexico Delinquent Property Tax Division on delinquent property tax list; compiles, audits, and reports monthly cost to state, and penalty and interest collections for delinquent property tax reporting to NM DPTD.
- Responds to tax related questions both orally and in writing; writes remarks, scans and attaches documents into software; verifies and updates taxpayer information to include address, phone numbers and email addresses.
- Conducts detailed research on property tax matters for complex taxpayer problems, mortgage company inquiries, and title company inquiries.
- Maintains monthly C.D. interest earned schedules.
- Assists Treasurer in producing training booklets and instructions for office procedures and compliance.
- Compiles and creates data spreadsheets/charts for Treasurer for monthly/quarterly reporting.
- Performs mail courier duties to include monthly mail pick up from local postal service; Delivers daily outgoing mail to county mail processing location.
- Responds to routine inquires and complaints from the public with courtesy.
- Answers incoming telephone calls, determines purpose of calls, and forwards calls to appropriate personnel or department.
- Screens incoming calls and correspondence; exercises judgment and responds accordingly.
- Establishes and maintains effective filing and retrieval system of departmental information.
- Establishes and maintains an effective system of communication within the department and builds and fosters effective working relationships with others.
- Maintains and assures confidentiality of all departmental matters and records.
- Complies with all property and department policies and procedures.
- Remains flexible in working hours as needed to meet deadlines and support organizational needs.
- Stays abreast of new technologies and principles and enhances professional growth by conducting research; attending seminars, educational workshops, classes, and conferences; reviewing professional publications; establishing networks; participating in professional societies; and conferring with representatives of contracting agencies and related organizations.
- Contributes to a team effort to achieve goals and deliver successful outcomes.
- Executes other tasks and responsibilities as assigned.
- This position serves as the backup for the Financial Accounting Officer, which includes shadowing all job duties.
Minimum Qualifications
- High School Diploma/FED
- Five (5) years of general clerical/bookkeeping/teller or related experience and two (2) years of experience in General Ledger accounting.
- Valid driver’s license is required when operating a vehicle for work-related purposes.
- Must successfully complete pre-employment requirements.
Knowledge, Skills, and Abilities
- Goals, objectives, functions, policies, procedures, and responsibilities of Lincoln County.
- Department organization, functions, objectives, policies and procedures.
- The standards, policies, practices, and procedures of Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards (GASB), and Governmental Accounting, Auditing, and Financial Reporting (GAAFR).
- The development, preparation, and oversight of budgets.
- Records management practices.
- Principles and practices of accounting, mathematics, and records keeping.
- Modern trends related to the practice of accounting, mathematics, and records keeping.
- AS-400 / Tyler computer applications and Excel spreadsheets.
- Analyzing problems, projecting consequences, identifying solutions, and implementing recommendations.
- Correct English usage, grammar, spelling, and punctuation.
- Office software and industry-related applications, including spreadsheets, databases, and industry-related applications in a Windows environment.
- Exceptional customer service.
- Accurately tabulate, record and balance assigned transactions.
- Maintain a cash drawer while balancing daily transactions.
- Maintain confidentiality.
- Communicate efficiently and effectively both verbally and in writing, individually and in groups.
- Establish and maintain professional relationships with individuals of varying social and cultural backgrounds, including the public and co-workers and at all levels of the organization.
