What are the responsibilities and job description for the Housing Management Officer (Part-time/Casual) position at New Jersey Housing and Mortgage Finance Agency?
THE EXECUTIVE DIRECTOR OF THE NEW JERSEY HOUSING AND MORTGAGE FINANCE AGENCY INVITES APPLICATIONS FROM QUALIFIED CANDIDATES FOR THE FOLLOWING:
Under supervision, this part-time position will be responsible for conducting financial reviews of operating budgets, financial statements, and monthly operating reports; monitoring projects to ensure continued viability; conducting physical inspections and writing comprehensive reports on the findings; reviewing proposals and expenditure requests; review requests for rent increases and return on equity; respond to inquiries from tenants, managers/owners and concerned parties; perform other related duties as required.
Preference will be given to those with prior HMO-type experience. All part-time positions are hourly and temporary, and no benefits are offered. As a part-time employee, hours worked cannot exceed more than 944 hours in a calendar year.
Four (4) year college degree; five (5) years of related housing management experience or an equivalent combination of education and experience that meets the required knowledge, skills, and abilities.
Physical Demands
Employees are required to walk the site of the developments; and access all areas of the developments, including the boiler room and roof.
Working Conditions
General office environment combined with driving throughout the State, depending on the location of the developments.
Certificates & Licenses Required
A valid driver’s license in the state in which the person resides is required only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
- Extensive knowledge of real estate property management procedures.
- General knowledge of Federal and New Jersey laws affecting multi-family dwellings.
- General knowledge of HUD occupancy requirements.
- General knowledge of accounting procedures and practices.
- General knowledge of New Jersey building and construction codes.
- Ability to plan, organize, and accomplish multiple assignments simultaneously.
- Ability to communicate effectively orally, in writing and to listen actively.
- Ability to maintain a positive work atmosphere in an appropriate manner of behavior that ensures cooperation and effective communication with customers, clients, peers, and management.
- Partial Telework
Residency in the State of New Jersey is required of all employees with an agency of the State in accordance with the New Jersey First Act, N.J.S.A. 52:14-7 (L. 2011, Chapter 70). Employees must comply with the “New Jersey First Act” which requires employees hired after September 1, 2011 to reside in New Jersey. Non-New Jersey resident employees must relocate to New Jersey within one year of their date of hire and provide proof of residency to Human Resources.
