Scope of Eligibility
Open to permanent employees in a competitive title who work for the Division of Water Monitoring, Standards & Pesticide Control that meets the requirements below.

Description
Under general supervision of an Administrative Analyst 4 or other supervisor in a state department, institution, or agency, performs the review, analysis, and appraisal of current department administrative procedures, organization, and performance and helps to prepare recommendations for changes and/or revisions; does other related duties.

Specific to the Position
Position 1: The candidate will execute various division processes, including fiscal, personnel, and administrative. The candidate will also apply analytic practices/procedures to prepare budgets, track purchasing, manage blanket accounts, process invoices, and assist with spending plans and contracts to ensure effective use of resources and appropriate spending. Additional duties include conducting employee support, including anticipating staffing and resource needs as well as making recommendations on overall operations; overseeing the recruitment/selection of hourlies, temps, new hires, and promotions within the Division; making recommendations; assisting in the implementation of policy and the development of plans; supporting efficient operations of the Division; managing referrals and correspondences for the Director; and maintaining records.

Position 2: This position in the Bureau of Pesticide Control is responsible for ensuring the accuracy, efficiency, and timely processing of pesticide product registrations, renewals, and related billing operations. The role oversees the Pesticide Product program and serves as the Bureau’s subject matter expert on all product related workflows, data management, and system processes. The position conducts detailed analyses of operational procedures, identifies inefficiencies, and recommends improvements to enhance program effectiveness. It also develops and maintains comprehensive documentation, including user manuals and process guides, to support multi level staff understanding of product registration workflows. Key responsibilities include product registration, generating invoices, assessing fees, ensuring proper status coding and record maintenance, managing annual and late product renewal cycles, and updating product data in bureau systems. The position participates in system modernization efforts, including testing new features and upgrades, developing test scripts, identifying system bugs, and collaborating with IT and contracted programmers to implement corrective measures. The role maintains professional customer service, interprets and applies bureau laws and regulations to product specific inquiries and general licensing, assists with report preparation, and resolves data or billing errors to ensure program integrity and compliance.

Preferred Skill Set
Position 1: Knowledge of state fiscal and procurement processes.

Position 2: Preferred skill set is excellent communication and customer service skills, the ability to work independently, and a broad knowledge of pesticides.

License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
