Division: Division of Finance and Business Services, Office of Budget and AccountingDescriptionUnder the direction of a supervisor in the Office of Budget and Accounting, as a trainee and productive worker, receives on the job training in analytic practices/procedures and application and research and preparation of reports, completes assignments which will provide practical analyst experience and/or learns to review and analyze financial reports.
The trainee will be assigned to the Budget Section within the Office, where they will gain hands-on experience in state fiscal operations.  The position will involve learning and supporting the use of core state systems, including NJCFS (New Jersey Comprehensive Financial System), PMIS (Position Management Information System), eCATS (electronic cost accounting timesheet system), and Business Objects reporting.  The trainee will assist in the Department’s annual technical budget submission to the Office of Management and Budget (OMB) by gathering and reviewing data, preparing supporting documentation, and ensuring compliance with state requirements.  A key responsibility will be working closely with Human Resources staff to monitor personnel actions, verify that staffing changes are accurately reflected in budget records, and confirm that position allocations align with available funding.  The trainee will also spend significant time in eCATS, reviewing and validating timesheet data to ensure employees are properly coded to the correct accounts and funding sources.  They will provide support in reconciling discrepancies and advising supervisors on coding issues. Throughout the year, the trainee will be engaged in various fiscal analyses, accounting transactions, special projects, and ad-hoc assignments that support the overall fiscal health of the Department; and performs other related work as required.RequirementsEducation/ExperienceNote: Applicants must meet one of the following or a combination of both experience and education.  Thirty (30) semester-hour credits are equal to one (1) year of relevant experience.
Four (4) years of professional experience relevant to the position.
Note: Experience must be related to the journeyman title associated with the position.

Possession of a bachelor's degree from an accredited college or university.
Note: "Professional experience" refers to work that is analytical, evaluative, and interpretive; requires a range of basic knowledge of the profession's concepts and practices; and is performed with the authority to act and make accurate and informed decisions.
Advancement: Appointees who successfully complete the twelve (12) month training period will be eligible for advancement to the following title under Civil Service Commission procedures: Administrative Analyst 1. The inability of an employee in this trainee title to attain a level of performance warranting advancement to the title listed above shall be considered as cause for separation.Preferred Education/ExperienceGraduation from an accredited college or university with a Bachelor's degree in Economics, Finance, Business Administration, Accounting, or Public Administration.
