The State of New Hampshire, Judicial Branch, Administrative Office of the Courts, has a Full-Time vacancy for Strategic Funding Initiatives Coordinator.
Summary: Strategic Funding Initiatives Coordinator - Optimizes the grant administration process from application to closeout for grant programs administered by the Administrative Office of the Courts (AOC) in the Office of Strategic Funding Initiatives (OSFI). Ensures compliance with various regulatory and reporting requirements. Researches and identifies grant opportunities and works with New Hampshire Judicial Branch subject matter experts to write grant proposals seeking funding from a variety of local, state, and federal public and private sources. Develop, recommend, and monitor policies and procedures of NHJB’s Strategic Funding Initiatives to ensure compliance with federal and state grant-related audits to ensure compliance with federal regulations and certify strong internal controls and evaluation procedures are in place. Responsible for grant and other strategic funding-related reporting, tracking, invoicing, accounting, and purchasing responsibilities.
The position is subject to sufficient and continued funding of the New Hampshire Judicial Branch by acquired grants. The employee in this position may be required to travel during the regular course of business and is subject to transfer or reassignment at the discretion of the Director of the Administrative Office of the Courts.
Minimum Qualifications
Education & Experience: Bachelor’s degree in public administration, Business Administration, Accounting, Finance, Planning, Law, or related field. Minimum five (5) years of grant management experience within a public organization or government. Any equivalent combination of training, education, and experience that provides the required skills, knowledge and abilities as determined by NHJB.
Other Requirements:
Successful completion of a background check, including a criminal records check and motor vehicle records check. Demonstrated ability in effective and efficient time management. Strong organizational skills and detail oriented.
Responsibilities:
Subject to the oversight of the OSFI Manager, oversees day to day operations of the grant administration process and optimizes the process from application to closeout and delegates responsibilities to subordinates and supervises and coordinates tasks and training for grant personnel.
Participates in performance management, performance appraisal, and hiring of grant personnel.
Performs the duties and responsibilities of the OSFI Manager in his or her absence.
Recommends required fiscal and programmatic changes regarding grants.
Responsible for grant and other strategic funding-related reporting, tracking, accounting, invoicing, and purchasing activities.
Manages federal and other grant projects. Acts as liaison with other federal, state and local agencies associated with the various grants.
Drafts and oversees grant-related contracts and services subject to review and approval.
Recommends and monitors grant policy and procedures manual and other strategic funding initiatives policies and procedures.
Works with relevant subject matter managers to ensure compliance with state and federal regulations or grant requirements for reporting and achievement of goals/milestones.
Educates NHJB leadership and stakeholders on applicable regulations, policies and procedures related to grants.
Identifies and recommends appropriate grants for the NHJB and works with the OSFI Manager, OSFI staff, subject matter experts and the Director to prepare and submit grant applications, including the scope and budget for the utilization of the funds.
Performs strategic funding analysis and research, identifies, and recommends strategic funding opportunities for NHJB.
Recommends to the OSFI Manager and the Director and implements approved sub-recipient monitoring program and monitors and evaluates sub-grantees as appropriate to ensure program compliance and accuracy in reporting.
Initiates the bidding process (Requests for Proposals), subject to related policies and procedures; ranks applicants and disburses funds to sub-grantees and grant-related contracts.
Guides the development and preparation of grant sub-awards and grant agreements, including assistance in budget preparation, documentation, grant interpretation, and funding requirements.
Tracks and reports on grant applications and award outcomes.
Responds to requests from national, state and local units of government for grant program, financial or statistical data.
Reviews, coordinates and prepares financial, programmatic and statistical information/reports relative to assigned grant programs.
Submits approved reports and requests drawdowns.
Maintains grant documentation and compiles information for audits.
Coordinates grant program evaluations and sub-recipient monitoring.
Submits data once per quarter to Grant Agencies or as directed by deliverables of each grant.
Maintains and shares records with the Director, OSFI Manager, Judicial Branch fiscal department, and other relevant departments as needed.
Responds to questions and inquiries regarding the accounting of grants and other grant compliance requirements.
Attend meetings, presentations, and conferences as requested.
Other duties as assigned.
