JOB SUMMARY:
The PSM Specialist is responsible for developing, implementing, and maintaining the companies Process Safety Management and Risk Management Programs related to ammonia refrigeration systems. This role ensures compliance with Cal/OSHA PSM (Title 8, Section 5189), EPA Risk Management Plan (40 CFR Part 68), and applicable state and local regulations. The PSM Specialist partners closely with maintenance, engineering, operations, and leadership to prevent releases, protect employees and the community, and support safe, reliable food processing operations.
KEY RESPONSIBILITIES:
Process Safety Management & Compliance
- Administer and maintain the facility’s PSM program for ammonia refrigeration systems, ensuring compliance with Cal/OSHA and EPA requirements.
- Coordinate and track all PSM elements, including:
- Process Hazard Analyses (PHAs)
- Operating procedures
- Mechanical integrity
- Management of Change (MOC)
- Incident investigation
- Compliance audits
- Training and contractor safety
- Maintain accurate and up-to-date PSM documentation, records, and audits.
- Serve as the primary point of contact for Cal/OSHA, EPA, CUPA, fire authorities, and insurance auditors related to ammonia safety.
Ammonia Refrigeration Safety :
- Provide technical safety oversight for anhydrous ammonia refrigeration systems used in cold storage and processing.
- Coordinate inspections, testing, and preventive maintenance activities related to ammonia equipment.
- Participate in system design reviews, modifications, and expansions to ensure safety compliance.
- Support emergency planning, drills, and coordination with local emergency responders.
Risk Management & Incident Prevention:
- Lead or facilitate PHAs, What-If analyses, and job safety analyses.
- Investigate ammonia releases, near misses, and safety incidents; develop corrective actions and track closure.
- Monitor key PSM performance indicators and recommend continuous improvement initiatives.
Training & Communication:
- Develop and coordinate PSM and ammonia safety training for employees and contractors.
- Promote a strong safety culture through regular communication, coaching, and field engagement.
- Support operations and maintenance teams with clear, practical safety guidance.
Cross-Functional Collaboration:
- Work closely with Engineering, Maintenance, Operations, Environmental Health & Safety, and Quality teams.
- Support capital projects, equipment upgrades, and facility changes through the MOC process.
- Assist with environmental compliance efforts related to ammonia and hazardous materials.
WHAT WE’RE LOOKING FOR
REQUIRED SKILLS AND ABILITIES:
- 3–5 years of PSM experience in a manufacturing or food processing environment.
- Strong working knowledge of:
- Cal/OSHA PSM (Title 8 Section 5189)
- EPA Risk Management Plan (RMP)
- Mechanical Integrity and MOC requirements
- Ability to interpret regulations and translate them into practical, site-level programs.
- Strong organizational, documentation, and communication skills.
MINIMUM QUALIFICATIONS:
- High school diploma or GED; or three years related experience and/or training; or equivalent combination of education and experience
- Direct experience working with or supporting ammonia refrigeration systems, including basic understanding of systems components, hazards and safe operating practices.
- Working knowledge of OSHA PSM standards, EPA Risk Management related to ammonia.
- Experience supporting internal, third party, or regulatory audits and inspections, including tracking, and corrective action for completion.
- Candidates must have a verifiable history of safe vehicle operation and meet company standards for driving eligibility. This includes maintaining a clean driving record, which will be verified through a background check.
PREFERRED QUALIFICATIONS:
- Bachelor’s degree in Engineering, Environmental Health & Safety, Safety, or related field preferred
- Experience in food or agricultural processing (produce, cold storage, or frozen foods).
- Familiarity with California regulatory agencies and CUPA inspections.
- Hands-on experience with ammonia refrigeration systems (industrial or food processing preferred).
- Experience supporting emergency response planning and drills.
- 5 years of experience working with ammonia refrigeration systems and OSHA Process Safety Management PSM programs.
PHYSICAL DEMANDS:
- Environmental exposure- seasonal outdoor temperatures, cold/wet conditions (40° Fahrenheit or below), hot/humid conditions (99° Fahrenheit or above), darkened conditions
- Exposure to mechanical parts that vary in temperature from freezing to hot temperatures in excess of 350° Fahrenheit)
- Occasional exposure to environmental factors such as fumes, airborne particles and vibrations
- Ability to stand/walk for extended periods of time during work
- Ability to ascend and descend ramps, steps, ladders, stairs using three-point contact
- Must be able to work at heights, including on roofs, ladders, and in boom or scissor lifts
- Lift, carry, push and/or pull light to heavy, up to 50 lbs.
HOURS & WORKDAYS:
1st Shift – (7:30 AM to 4:30PM) Monday through Friday, when business requires before/after hours will be mandatory & weekend during peak seasons working.
