JOB DESCRIPTION: Under the supervision of the Assistant Superintendent for Finance & Operations, the Budget Analyst will assist in planning, coordination and monitoring of all the budgetary aspects of the school department operating budget and special revenue funds.QUALIFICATIONS: Minimum of three (3) years of experience working in school financewith an up to date knowledge of current financial software applications Experience with government accounting and audit procedures, municipal , state, and federal regulations. Strong analytical and organizational skills. Excellent rapport with all levels of school department staff and professional communication skills with all others. Experience with the methods and practices of school budget preparation and budget monitoring.
Experience working on complex projects with multiple deadlines across departments, schools, and city or state agencies.ESSENTIAL TASKS (These are intended only as illustrations of the various types of work performed. Meet frequently with the Assistant Superintendent for Finance & Operations and other business office team members to provide recommendations and assistance with the school business management. Responds to special requests for financial data and analysis and for information of current programs/projects Assist in monitoring, analyzing and reporting financial data. Provides vital layer of position control monitoring in collaboration with HCS, Payroll, and Fiscal office.
Assist with position management, including updating position allocations. Prepares salary spend down reports and monthly general expense reports for Finance Sub-Committee and School Committee meetings. Attends Finance Sub-Committee meetings. Prepare salary projections and projections of non-personnel costs.
Coordinates with AP and Payroll to provide the Assistant Superintendent for Finance & Operations needed reports and analysis. Responds to requests for budget updates and reporting from Superintendent, principals, department heads and other municipal or state agencies with discretion, professionalism and tact. Researches and resolves questions of both routine and difficult nature. Provides business office support for End of Year reporting, Medicaid reporting, and numerous other state or municipal reporting requirements.
Maintain up to date asset inventory for municipal reporting. Additional tasks may be assigned by the Superintendent or Assistant Superintendent for Finance & Operations as necessary. Review annual departmental budget development submissions and documentation of personnel and resource allocations for accuracy; update data in MUNIS. Provide accurate data and analysis to assist in the preparation of the budget and related documents.
Review and analyze budget transfer requests to evaluate availability of funds and budgetary impacts; enter budget transfers into financial system. Review statements of expenditures and encumbrances compared to budget on a monthly basis for accuracy and make recommendations for budget adjustments as needed. Assist with the fiscal year-end closeout process as needed. Assist internal and external auditors with data request and reports as needed.
Manage special projects as assigned. Perform related work as required.KNOWLEDGE, SKILLS AND ABILITIESMust have a general knowledge of the principles and general laws governing school financial practices and procedures; general knowledge of school budgeting procedures; general knowledge of school administration operations. Must have the ability to develop and present ideas effectively in oral and written format; work independently and as part of a team; work in a timely and efficient manner to meet deadlines; and establish and maintain effective working relationships with members of the School Committee and senior staff, school officials, budget managers, grant coordinators and associates.TERMS OF EMPLOYMENT: PHYSICAL DEMANDS (Special requirements such as lifting heavy objects and frequent climbing): NONESPECIAL REQUIREMENTS (Frequent overtime or night work required, etc.): Some extended day work required.
