Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). The Counterterrorism Operations Support (CTOS) Training Portfolio Manager within the Global Security Directorate, is searching for a dynamic candidate to serve as the supervisor of the CTOS Logistics team. This Supervisor II is responsible for leading a team of Technologists in support of training delivery to a variety of locations across the United States. In addition, this position will focus on implementing continuous improvement activities and resulting actions, collaborating across internal teams and customers to maximize overall department effectiveness, setting team and employee expectations that align with CTOS goals, holding themselves and their employees accountable to execute in supporting the mission.
Key Responsibilities
Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709 , “Counterintelligence Evaluation Program.”

Key Responsibilities
- Directly supervise individual contributors, including approving time, conducting performance evaluations, and participating in the recruiting, selecting, orienting, and training of staff.
- Implement and follow company policies, procedures and directives.
- Assist with development of department goals and objectives as a member of the management team; involves monitoring and evaluating performance via metric data and established goals and directives.
- Collaborate with teams to identify process improvements to drive timely performance while maintaining compliance.
- Organize and supervise day-to-day activities, ensuring that schedules are kept while maximizing fiscal responsibility through continuous improvement.
- Coach and ensure employees remain encouraged and engaged while performing work at a high level of quality and compliance.
- Follow and hold employees accountable to established CTOS Processes, to ensure legal, ethical, and contractual requirements.
- Provide support to the various functions within the CTOS Department, support to upstream Program and Project Planning, support for outlying areas, such as the CTOS New York Field Office and CTOS Mobile Training Teams.
- Interact daily with subordinates and frequent interaction with managers.
- Development and communication of departmental policies and procedures related to the vendor and customer user community, for execution of those policies and procedures in the most cost effective, compliant and efficient manner.
- Create an environment where employees feel safe to raise issues, empowered to address issues, and supported to resolve issues.
- Review payroll entries for accuracy and approve team member weekly time charges; plans work to be accomplished by subordinates; outlining training schedules and establishing priorities within the team.
- Provide oversite of radiological detection equipment to include but not limited to weekly/monthly inspections, programming firmware updates, troubleshooting operational functions and deficiencies.
- Ability to analyze logistics needs with operations and project managers to develop most efficient logistics loadouts and transportation methods.
- Maintain CTOS properties at the NNSS, NLV, and New York operations in a state of readiness, adhering to safety and operational standards.
- Develop and implement with project management staff a preventative maintenance schedule for all properties.
- Maintain approved inventory levels for all projects and operations while ensuring proper separation of property and equipment according to project status.
- External interactions are primarily with vendors and, or customers.
- May perform work of the same type as those being supervised, as well as, providing technical guidance.
- Creates an environment where employees feel safe to raise issues, empowered to address issues, and supported to resolve issues.
- Bachelors' degree or equivalent training and experience, plus a minimum of 8 years of related and progressively responsible experience.

- The primary work location will be at the Losee Road facility in North Las Vegas, Nevada.
- The work schedule can be negotiated with the manager; employees can work 4/10s or 5/8's.
- Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
- Must possess a valid driver’s license.
