Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). The Services Procurement Supervisor II is a pivotal leadership role responsible for overseeing a team of procurement specialists dedicated to subcontract formation specifically for services. This includes comprehensive acquisition planning, solicitation development, and rigorous proposal evaluations for various service-related needs. This role is crucial for driving continuous improvement in service procurement activities, fostering collaboration across internal supply chain teams and with customers to maximize the Procurement Department's effectiveness. The supervisor will set clear team and individual expectations aligned with MSTS Goals and ensure accountability in supporting the mission.
Key Responsibilities
Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709 , “Counterintelligence Evaluation Program.”

Key Responsibilities
- Lead a team to identify and pursue agreements for service procurements, expediting the process and enabling the MSTS mission effectively.
- Contribute as a key member of the Procurement management team to develop departmental goals and objectives, monitor and evaluate performance through metric data and established directives relevant to services acquisition.
- Collaborate with the broader supply chain team to identify and implement process improvements specific to service procurements, ensuring timely performance while upholding compliance standards.
- Ensure that all service procurement requirements are met, and internal customers receive necessary services by the delivery date as outlined in the Acquisition plan.
- Coach, mentor, and motivate employees within the services procurement team, fostering a high level of work quality, performance, and compliance.
- Enforce established Procurement Processes for services and utilize company methodologies to adapt these processes as needed to ensure legal, ethical, moral, and contractual adherence.
- Provide comprehensive support to various functions within the Procurement Department, including upstream Program and Project Planning, outlying MSTS areas, and the Small Business Program Lead, particularly concerning service-related initiatives.
- Ensure service procurement metrics and reporting needs are accurately met and delivered to Leadership, supporting corporate reporting requirements and Supply Chain/MSTS initiatives.
- Represent the Procurement Department in the development and communication of departmental policies and procedures related to the Procurement user community, for execution of those policies and procedures in the most cost effective, compliant and efficient manner.
- Proactively identify areas for improvement in services procurement and develop actionable implementation plans, coaching and mentoring direct staff and other Procurement user personnel.
- Review payroll entries, approve weekly time charges, plan work, outline training schedules, and establish team priorities for the services procurement specialists.
- Conduct team performance evaluations and actively participate in the recruiting, interviewing, selection, and orientation of new services procurement staff.
- Bachelors' degree or equivalent training and experience, plus a minimum of 8 years of related and progressively responsible experience.
- Preferred Qualfications:
- Bachelor's degree or equivalent training and experience, combined with a minimum of 8 years of related and progressively responsible experience in procurement, with a strong emphasis on services.
- Master’s degree in business administration.
- Government procurement and subcontracting experience a plus, DOE/NNSA experience.
- Proven experience in personally executing services, and/or supplies procurements with a verifiable record of cost savings. Exposure to both Federal Government and commercial procurement methodologies, coupled with working knowledge of the Federal Acquisition Regulation (FAR), is essential.
- Demonstrated skills and experience in computerized procurement systems, and proficient with MS Office (Word, Excel, PowerPoint, and Access) software package.
- Demonstrated skills in making technical presentations and recommendations to management, senior-level stakeholders, customers, and vendors. Excellent oral and written communication skills to effectively interface internally and externally at all levels, including NNSA/DOE customers.

- The primary work location will be at the Losee Road facility in North Las Vegas, Nevada. (candidates must be willing to relocate if not local, relocation package available).
- Work schedule for this position will be 4/10’s, Monday – Thursday (subject to change).
- Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
