Job Description

Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Our MISSION is to help ensure the security of the United States and its allies by providing high-hazard experimentation and incident response capabilities through operations, engineering, education, field, and integration services and by acting as environmental stewards to the Site’s Cold War legacy. Responsibilities

The Manager II will report to the Project Planning and Delivery (PPD) Director supporting infrastructure construction project planning and execution processes, contract management, and process improvements. This position will also support the Executive Office and the Infrastructure Senior Director to establish and supervise critical activities, ensuring timely progress, input, feedback and communication is received on subjects of interest ensuring deliverables and commitments are met. Serve as a liaison to sponsors, programs, support organizations, and other stakeholders for the Infrastructure Directorate.

Key Responsibilities

Duties include, but are not limited to, the following:

  • In support of Infrastructure Senior Director and the Executive Office organize and supervise critical activities, ensuring timely progress, input, feedback and communication is received on subjects of interest ensuring deliverables and commitments are met.
  • In support of the PPD directorate reinforce compliance requirements, integrate with programs around key milestones and commitments, ensure timely progress and communication, integrate with support organizations for contract establishment and management for scope execution, obtain input, feedback and communication for meeting directorate commitments.
  • Supervise specified directors’ administrative staff, including approving time, familiarization with MSTS policies and protocols and training of staff.
  • Participate in the recruiting, selecting, and orienting of staff across Directorates.
  • Coordinate and/or lead cross-functional, multi-directorate initiatives to prioritize, integrate, or address issues or challenges.
  • Prepare plans, presentations, documents, and other reports as needed to support interactions with NNSA, national laboratories, programs, senior management, and other customers.
  • Identify opportunities for process improvement to enhance standardization, consistency, effectiveness, productivity, and quality.
  • Foster Communication.
  • Other duties as assigned.

Qualifications

  • Bachelor's degree or equivalent training and experience, plus a minimum of 14 years of related and progressively responsible experience.
  • Department of Energy (DOE)/National Nuclear Security Administration (NNSA)/ Nevada National Security Site (NNSS) experience required.
  • Skills in applying directorate-level strategic planning, project management principles, and process improvement methodologies.
  • Experience leading or participating as a key contributor with implementation of NNSA and/or Institutional initiatives.
  • Ability to train others on organizations processes, documents, and applications.
  • Knowledge of organizational structures, communication channels, and stakeholder management to serve as a liaison and integrator across multiple directorates, sponsor organizations, and external partners.
  • Ability to maintain confidentiality.
  • Possess excellent oral and written communication skills to effectively interface with all levels of the organization.
  • Demonstrated ability to work within cross-disciplinary teams and deal with pressure of handling multiple tasks, complaints, frequent interruptions, and time constraints.
  • Able to utilize initiative and possess ability to apply knowledge and experience to resolve problems.
  • The primary work location will be at the Losee Road facility in North Las Vegas, Nevada.
  • Work schedule will be 4/10s Monday through Thursday (subject to change).
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver’s license.

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2 , “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709 , “Counterintelligence Evaluation Program.”

Annual salary range for this position is: $155,209.60 - $248,331.20.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
