We’re a high-save organization helping nearly 34,000 animals in our community each year and caring for approximately 10,000 across both of our campuses. through sheltering, adoptions and community-centered programs and services that help find pets loving homes and keep them there. Base Pay Range:

Base pay range is calculated by position title, and experience. It is determined within the departmental budget. Changes to the range are approved by the CEO.

 

WHAT YOU’LL DO 

Our Humane Enforcement Officer plays an important role in advancing Nevada Humane Society’s mission 

As a Humane Enforcement Officer, you contribute to Nevada Humane Society’s (NHS) mission by performing field animal control work in accordance with state laws, city and ordinances, and statutes. You provide humane care of animals in custody. Humane Enforcement Officers also patrol neighborhoods and respond to citizen complaints. Handles all animals humanely, safely and with compassion, including those that may be injured, wild or potentially vicious. Your work supports protecting both community safety and animal welfare [CB1] and reflects our commitment to care for pets, find them homes and save lives.    

 

 

Essential Responsibilities

Position-Specific Responsibilities[JS2] 

  1. Support contracted Carson City service commitments by delivering professional animal control services and coordinating with partner agencies to ensure consistent, timely response and outcomes.
  2. Conduct routine patrols on foot or in a company vehicle within assigned areas to locate animals at large; safely capture, control, transport and deliver animals to NHS for impoundment.
  3. Respond to high-priority and complex calls for service including aggressive animal incidents, animal cruelty investigations, bite reports, law enforcement assistance requests, and take appropriate enforcement and safety actions.
  4. Communicate professionally and compassionately with the public to provide education, warnings, and guidance regarding Animal Control ordinances; collaborate with local law enforcement to issue citations when necessary to resolve complaints and ensure compliance with laws and regulations
  5. Prepare complete and accurate case documentation and testify in court regarding enforcement actions, investigations and related incidents.
  6. Maintain working knowledge of applicable Animal Control Ordinances and enforcement practices; remain informed of ordinance updates and procedural changes.
  7. Perform animal rescues and respond to emergency calls while following safe handling practices and established protocols.
  8. Under the direction and supervision of a shelter Veterinarian, safely perform emergency euthanasia when required and in accordance with policy and applicable regulations.
  9. Remove and transport dead animals for disposal[JS3]  in compliance with established protocols.
  10. Maintain accurate and timely and complete data entry of case reports, citations, impounds, and field activities[JS4]  using required systems and documentation standards.
  11. Safely operate, ensure proper working condition and cleanliness of dispatch vehicle[JS5] . Report mechanical or safety concerns promptly to the proper staff members.
  12. Establish and maintain effective [JS6] working relationships with law enforcement, rescue groups, veterinarians, and other agencies to support coordinated field operations and animal welfare outcomes.
  13. Maintains strict confidentiality of privileged communications and information and complies with privacy laws, regulations[JS7]  and organizational polices.
  14. Investigate animal cruelty and abuse[JS8] . Including evidence collection, documentation, and coordination with appropriate agencies as needed.
  15. Work assigned schedules, on-call schedules[JS9] , additional schedules to provide coverage for high volume caseloads, and to ensure coverage for contractual obligations as needed based on department and company needs.

  2. Interacts with co-workers and volunteers in an efficient and courteous manner to ensure a cooperative team environment amongst all departments.
  3. Maintain and promote a positive public image relevant to NHS standards.
  4. Represents NHS, professionally with customers, donors, and business partners.
  5. Attend and participate in departmental and shelter meetings. Attend educational conferences/seminars as recommended/approved.
  6. In the event of an emergency, assist with the handling and evacuation of animals located at any NHS campus.
  7. Participate in disaster preparedness and response activities for the organization and community as it pertains to pet related needs.
  8. Address and/or report any safety hazards or unsafe activities.
  9. Perform other responsibilities as requested by direct management, and/or the CEO.

  1. Work is performed in the field and in the community, including residential, commercial, rural, and urban environments.
  2. Frequent outdoor work in varying weather conditions, including heat, cold, wind, rain, snow, and extreme temperatures.
  3. Exposure to uneven terrain, debris, confined spaces, and other environmental hazards during patrols and animal response activities.
  4. Regular operation of a company vehicle, including driving in heavy traffic, low visibility, rural roads, and inclement weather.
  5. Exposure to unpredictable animal behavior, including aggressive, fearful, injured, or sick animals.
  6. Risk of injury from animal bites, scratches, kicks, and other animal-related incidents.
  7. Potential exposure to zoonotic diseases, parasites, bodily fluids, and unsanitary conditions.
  8. Exposure to distressing or traumatic situations, including animal cruelty cases, injured animals, emergency euthanasia, and deceased animals.
  9.  Regular interaction with the public, including emotionally charged or confrontational situations.
  10. May work alongside or in coordination with law enforcement and other emergency response personnel.
  11. Work may require use of personal protective equipment (PPE) such as gloves, masks/respirators, protective clothing, and eye protection.
  12. Work may require handling and transporting deceased animals in accordance with established protocols.
  13. Work includes computer and mobile device use for documentation, data entry, citations, and case reporting while in the field.
  14. Schedule may include evenings, weekends, holidays, on-call assignments, extended shifts, and overtime based on operational needs and emergency response demands.

General Working Conditions

Working for NHS in any capacity is safety sensitive due to the responsibilities of this business that directly affect the wellbeing and safety of employees, animals and the public.

  1. Work will be performed in a variety of environmentally controlled and uncontrolled conditions.
  2. Due to the housing of live animals onsite, work hours may take place at any time within a 24-hour period, 7 days a week, 365 days a year. Operational and public hours may vary by department or location and are subject to change. Attendance at events and other functions may require additional hours, holiday, weekend, evening overnight, or on-call work.
  3. Exposure to allergens produced by animal dander, saliva, or fur, throughout all areas of the shelter, or other locations.
  4. Exposure to zoonotic, or otherwise communicable disease.
  5. Exposure to animals with unpredictable or aggressive behavior. 
  6. Exposure to animals that may scratch or bite unexpectedly.
  7. Exposure to direct or indirect injury from an animal or other mechanical means used to confine, control, or provide essential care for any animal housed with NHS.
  8. May require travel within a workday on a regular basis. May require overnight travel intermittently.

Position-Specific Equipment Use

  1. Daily use of computers, telephones, and other devices including organizational software systems/programs for communication, documentation and business requirements.
  2. Animal Capture and Restrain Tools, such as catch poles, bite sticks, control leashes, slip leads, snappy snares, humane animal traps, tranquilizers, nets, and muzzles of various sizes.
  3. Protective gear, such as bite-resistant gloves, safety goggles, respirators, and department specific uniforms.
  4. Transport and containment equipment, such as kennels, crates, stretchers, slings, gates, and various organization vehicles.
  5. Cleaning and disinfection supplies, such as disinfectants and sanitizing sprays, biohazard disposal bags, towels, blankets, and absorbent pads.

  2. Computer, printer, copier and/or scanner.
  3. Two-way radios.
  4. Other office-related equipment.

  1. The physical ability to be at the shelter for the duration of each scheduled shift and other offsite locations as assigned or required to provide essential care to all animals under the care of NHS.

Physical ability to engage in repetitive motions of all limbs and the dexterity to grasp and hold small items with both hands, to move animals and goods. ability to hear, and discern noises from within 3 feet of you, visual acuity, near, far, depth, color vision, to provide essential care to all animals under the care of NHS.
  4. Ability to and willingness to physically be near and handle any animals, and required tools, supplies, materials, used to safely and humanely manage their care.

  1. 18 years of age or older.
  2. High School graduate (or equivalent).
  3. Must reside within a reasonable distance of the shelter to allow response to emergency call-outs within 30 minutes, as required to meet contractual obligations.
  4. Fear Free Certified prior to fieldwork.
  5. Attain and maintain NACA I certification.
  6. Euthanasia certified within one year of hire.
  7. 2 years’ experience working with animals of unknown dispositions.
  8. Must be goal-oriented, self-starter with willingness and maturity to go beyond prescribed work and time schedules and meet assigned deadlines.
