Job Description:
We are seeking an immediate-start, senior-level Oracle Cloud Benefits SME to lead the strategic design, implementation, and optimization of the Oracle Fusion HCM Benefits module. This role demands deep functional mastery of complex benefit program administration, eligibility rules, and open enrollment processes. A critical requirement is proven, hands-on experience leading at least two full-cycle Oracle Cloud Benefits implementations within the Public Sector, specifically K-12 (Primary/Secondary Education). You will serve as the primary functional consultant, translating intricate public sector benefit policies and regulatory mandates into robust, scalable Oracle Cloud HCM solutions.
Key Responsibilities & Deliverables
- Implementation, Design & Strategy
- Benefits Lifecycle: Serve as the functional Subject Matter Expert (SME) for all aspects of the Oracle Fusion Cloud Benefits module, covering configuration, testing, and support.
- K-12/Public Sector Focus: Apply expert knowledge of public sector benefit administration, including complex eligibility rules, collective bargaining agreements, and unique K-12 benefits structures (e.g., academic year vs. calendar year coverage).
- System Configuration: Design and configure all critical Benefits components, including defining benefit programs, plans, options, life event configurations, eligibility profiles, and rate structures within Oracle Cloud.
- Enrollment Management: Lead the full design and execution of annual Open Enrollment periods and managing complex passive and active enrollment processes via self-service and administrative interfaces.
- Integration Management: Ensure accurate and compliant integration between the Benefits module and related Oracle Cloud HCM modules (e.g., Global HR, Payroll, Absence Management) and external benefit carrier systems.
- Optimization, Support & Governance
- Process Optimization: Analyze existing K-12 benefit enrollment and administration processes, recommending system and procedural enhancements to improve efficiency, data accuracy, and compliance with benefit regulations.
- Reporting & Compliance: Design and validate benefit extract processes (e.g., using BI Publisher or HCM Extracts) to ensure accurate and timely reporting to benefit carriers, regulatory bodies, and internal stakeholders.
- Issue Resolution: Provide expert functional support, troubleshooting complex benefit issues related to eligibility evaluation, rate calculation, life event processing, and payroll interface failures.
- Knowledge Transfer: Lead workshops, design sessions, and comprehensive user training, ensuring high-quality knowledge transfer to client HCM and Benefits administration teams.
- Cloud Experience: Leverage a minimum of 5 years of dedicated Oracle Cloud (Fusion) HCM implementation experience to guide best-practice adoption.
