Position Summary:
This position is responsible for independently managing and overseeing most aspects of the
construction administration and bidding phases of multiple moderate to complex projects. This
position will have direct contact and communication with the client/owner and must be able to
correspond in a professional manner in difficult discussions. This person must demonstrate
good judgment and know when to involve the Construction Administration Manager (CAM)
and/or Engineers of Record (EOR), know how to prioritize projects based on schedules and
deadlines, and delegate appropriate tasks to team members.
Essential Functions
General
● Reports to Director of Project Delivery.
● Communicates with Project Manager on submittal reviews and technical issues that
arise during the pre-bid phase.
CA Pre-Bid Phase
● Participate in hand-off meetings with assigned PM(s) and CAM to review project
parameters.
● Learns about Constructability Review with the Plans and Specifications with the support
of the CAM.
● Reviews client-provided Contract documents intended for bid package to support a
smooth construction process with supervision of the CAM.
CA Bidding
● Attends Pre-Bid meeting, job walks, and/or Bid Opening, where required.
● Track, log, review, and/or respond to all technical Bid RFIs for projects and Substitution
Requests for projects assigned by CAM.
● Prepares addenda for review and seeks approval from project EOR.
CA Post Bid
● Attends/conducts pre-construction conferences with external parties (client, owner, and
contractor) and reviews goals and objectives with design team.
● Review approved Schedule of Values and Construction Schedule.
● Track, log, review, and/or respond to Submittal Review Requests and Substitution
Requests assigned by CAM.
● Establishes official Notice to Proceed date.
CA Construction
● Ability to process, review, respond, and track submittals, change orders, RFIs
independently.
● Ability to prepare, issue, and track proposal requests (RFP/RFQ/PR) and supplemental
Instructions (SI) construction change directives (CCD) independently.
● Ability to review as-built drawings and notify contractor of any missing updates.
● Provides general observation of the site and construction work. Create and issue field
reports with minor supervision.
● Assist Owner in evaluating claims, disputes and other matters in question between the
Contractor and the Owner.
● Identify changes of scope to A/E contract and notify project Engineer of Record. Advise
client of potential costs.
● Upon receiving completion notification from the Inspector of Record, conduct a punchlist
Inspection and make a list of work which is uncompleted, or needing corrections,
inclusive of observation items from the engineers of record.
CA Closeout when Prime
● Coordinates final punchlist scheduling with Engineers of Record and external
consultants.
● Verifies that the Contractor has conducted operation and maintenance instruction of
equipment to Owner’s staff.
● Oversees and verifies that closeout documents were submitted and that certifications
have been received from government agencies.
● Assists with the preparation of the Notice of Completion for Owner’s signature when all
work is satisfactorily completed.
● Prepares final Certificate of Payment at expiration of lien period.
Other Functions:
● Ability to draft, including details and minor plan changes in response to contractor/owner
requests.
● Knowledge of Revit with the ability to view and navigate documents.
● Ability to use PDF software for digital review and approval and processing of
construction documents such as RFIs, submittals, addenda, and change order requests.
● Ability to use schedule tracking software including Excel, Microsoft Project, and/or
others.
● Mentors and trains EITs on CA processes, procedures, and standards.
Minimum Job Requirements:
● The ability to work well with others internally and externally (team player).
● The ability to follow instructions.
● Excellent writing and verbal skills.
Education:
● Bachelor’s Degree from a four-year university or equivalent experience is required.
Experience:
● 4 years of experience with mechanical HVAC systems, controls, commissioning, or
construction services preferred.
Specific Skills:
● Organized and detail-oriented, with the ability to assess the entire picture and make
good judgment calls.
● Possess a high level of oral, written and computer software communication skills, and be
efficient and able to prioritize all tasks.
● Ability to read and fully comprehend plans, specifications, and contracts.
Specialized Knowledge, Licenses, etc.:
● Proficiency in AutoCAD and/or REVIT a plus but not required. Ability to read drawings
and specifications imperative. Proficient knowledge in Microsoft Office Suite programs,
especially Microsoft Word and Excel.

Working Conditions:
● Typical work functions will be conducted in an office setting on a Monday through Friday
workweek.
● Site visits required at times throughout the week involve climbing ladders, walking on
roofs, walking around open ditches/trenches, and following job site safety policies.
● Overtime and weekend hours may be necessary.
