About the Mission You Will Join
The Cyber Effects Operations (CEO) (AF A2/6) mission is to employ cyberspace capabilities where the primary purpose is to achieve objectives and effects in or through cyberspace. The AF A2/6 develops innovative Air Force operating concepts, strategy, plans, and solutions to compete, deter, and win in Air, Space, and Cyberspace. Cybersecurity is crucial to the proper execution of Air Force core missions. The persistent and evolving cyberspace threat requires a holistic approach that encompasses people, culture, and operational processes. The Air Force will integrate cybersecurity throughout weapons systems development, testing, fielding, and employment — shifting the culture from compliance to resilience and risk mitigation.
NETS is seeking a Program Analyst SME for Cyber Warfare Enterprise Strategy and Resources Support. In this role you will:
- Support the client with Command, Control, Computers and Communication (C4) and Cybersecurity, Cyber Operations, Communications and Information Technology (3CIT) resourcing and strategy development, in coordination with DoD/JS, Services, COCOMs and MAJCOMs.
- Support DAF and DoD as it relates to cyber and communications-related Issue Teams and CYBERCOM on budget-related issues.
- Support resource advisor efforts related to Congressional Cyber/C2 RFIs, Staffer Day requests, and AF confirmation preparations.
- Support the client with internal resources processes.
- Provide active assistance and consistent guidance throughout the PPBE process and during OSD and Congressional Reviews.
- Provide resource support to DAF, DoD, COCOMs, and Services as it relates to Cyber and Warfighter communication issues. Serve as an advisor in the AF Planning Process through the Cyber & C2 Panel. Assist with POM development, Issue Cycle, and Budget Submission processes.
- Support Congressional Cyber/C2 Requests for Information (RFI), Staffer Day requests, AF Witness Preparations, and GAO studies. Assist in Air Staff and MAJCOM ad hoc Cyber and C2 working groups.
- Periodically review current government websites for directive, policy, and guidance changes related to current mission objectives. Facilitate coordination of actions required to implement 3CIT capabilities at the AF Enterprise level, analyze technology trends to support strategic planning, and recommend policy with respect to infrastructure and future desired capabilities.
- Provide recommended inputs to DAF Policy, OSD policy, Joint policy, and other Air Force policies including Mission Partner Environment policy and guidance, Precision Navigation and Timing, Combined-Joint All Domain Command and Control (C-JADC2), 3CIT, and Advanced Battle Management System (ABMS) programs.
- Attend HAF program reviews and working groups.
- Provide technical support to draft, review, and comment on Program Elements (PE) including instructions and directives as directed by Joint Staff, Headquarters Air Force, Major Commands, and Field Operating Agencies.
- Support understanding of current USAF and DoD policies that shape current operations.
- Prepare project documentation including meeting minutes, business process documents, and process workflow diagrams as required.
- Provide strategic advice, technical guidance, detailed analysis, evaluation, and recommendations for improvements, optimization, development, and maintenance efforts for client-specific or mission-critical challenges.
- Assist in interpreting and implementing military policy initiatives.
- Provide assistance with long-term strategy development, tracking legislation, and making policy recommendations.
Experience Needed to Be Successful
- Minimum 15 years of related experience.
- Strong customer engagement skills; comfortable interviewing and communicating with stakeholders, end users, and other technical and non-technical resources to document current state and elicit future needs.
- AF experience at HQ or MAJCOM level.
Basic Qualifiers
- Education: Bachelor's degree required. Additional years of experience may be substituted for degree.
- Minimum of 15 years of overall experience; 5 years of specific experience in field.
- Required Certifications: None.
- Minimum Clearance to Start: TS/SCI (DoD).
- Work Status: U.S. Citizen required.
