What are the responsibilities and job description for the FINANCIAL MANAGEMENT SPECIALIST position at Nellis AFB?
The primary purpose of this position is to serve as the Shadow Operations Center - Nellis (SHOC-N) financial manager, providing managerial oversight and analysis of the SHOC-N's: current and future funding requirements, long term and short-term spending plans, internal financial controls, external financial sourcing, and requisite financial coordination with HHQ.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes detailed knowledge of the organization's mission, functions, goals, and objectives, as well as policies, precedents, regulation and guidelines and sources of funding for providing oversight of various funding sources for serviced components sufficient to provide advisory and recommendations in funding needs, program planning, budget analysis, and cost analysis. Develops local policies to ensure that financial strategies and plans are effectively implemented and aligned with directives from higher authorities

EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as [insert applicable field(s) of study]. COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience required but I have more than 2 years of graduate level education with a major or subject area related to the position to be filled. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

Responsibilities:
- Serves as the SHOC-N focal point of contact and subject matter expert for all financial issues. Reviews, analyzes, interprets, and implements directives and policy from higher echelons.
- Develops, plans and coordinates the SHOC-N's financial requirements. Participates in the development of organizational objectives by evaluating cost/schedule tradeoffs, budget requirements, etc.
- Provides financial management and advisory oversight of SHOC-N's expenditures to ensure propriety and compliance with financial, contractual, fiscal and auditing directives.
- Represents the SHOC-N in financial management matters at conferences, meetings, and program management reviews. Participates in conferences and meetings to deliver presentations on program status, accomplishments, challenges encountered and anticipated, program requirements, and the integration and advocacy of program objectives.
