Neighbors of Watertown, Inc. is currently seeking a Housing Rehabilitation Inspector.
JOB DESCRIPTION
Summary/Objective
Neighbors Of Watertown, Inc. (NOWI) provides a variety of quality affordable housing opportunities to the residents of the City of Watertown and Jefferson County. NOWI also provides assistance for projects done by North Country Affordable Housing, Inc. in their service area of Jefferson, Lewis and St. Lawrence Counties. These opportunities currently include housing rehabilitation for homeowners (Owner Occupied), landlords (Rental Rehab), homebuyers (First Time Homebuyer Program), and owners of mobile homes (Mobile Home Replacement Program). NOWI’s staff facilitates the oversight of the contractors for all these programs.
The Housing Rehab Inspector works with clients and contractors involved with our rehabilitation programs.
Essential Functions

1. Walk through houses and assist owners with identifying construction deficiencies
2. Assisting homeowners with developing work scopes
3. Assisting homeowners with the preparation of cost estimates
4. Ensuring projects meet grant specifications and local building codes
5. Facilitating the sealed bid procedure
6. Attending Loan Review meetings to explain potential projects
7. Assisting the homeowner when awarding contracts
8. Assisting homeowners to oversee the contractor’s performance
9. Coordinating contractor payments based on the level of work completed and approved by the homeowner
10. Mediating construction contracts
11. Keeping records on the status of buildings in progress and reporting as needed
12. Monitoring the grant schedule to ensure timely completion of projects
13. Adhering to the set work schedule and all other company policies

Work Environment
This position requires the employee to travel to and enter private homes and/or rental properties. NOWI cannot predict the environment in these situations. The employee is expected to use best judgment to ensure a safe environment.
Travel
This position may require extensive travel within the tri-county region.
Required Education and Experience
1. High school diploma or GED.
2. A minimum of 4 years work experience in a construction related field
3. Experience with writing work scopes
4. Experience in reading blueprints and minimal drafting of plans
5. Familiar with lead based paint and asbestos regulations
6. Knowledge of NYS building codes
7. Reliable transportation for accessing sites
8. Excellent people skills
9. Able to use Microsoft Word and Excel
Preferred Education and Experience
This position will also require the following specialized training (provided by the company if needed) to oversee construction:
1. Certified EPA Renovator/Remodeler
2. Certified in Lead Safe Work Practices
Job Type: Full-time
Pay: $17.50 - $19.50 per hour
