Job Description
The Nebraska Department of Health and Human Services is seeking a Medicaid Policy Program Specialist to join our Medicaid/CHIP Policy team in the Medicaid and Long-Term Care Division.

As a Policy Program Specialist on our Medicaid Policy Team, you’ll play a critical role in interpreting, developing, and communicating policies, to help drive real-world improvements in Nebraska’s Medicaid/Children’s Health Insurance Program (CHIP).

You’ll collaborate with stakeholders across departments and agencies to ensure Medicaid policies are compliant, responsible, and effectively serving Nebraskans.
What We’re Looking For
The successful candidate will have experience in policy development or administration for Medicaid, CHIP, or other public health programs. A strong background in researching and analyzing federal and state regulations, policies, and law is essential.
We’re Seeking Someone Who
Work Schedule: Monday – Friday; 8:00 AM – 5:00 PM
Dress Attire: Business Casual
Location: Statewide pending space availability
Requirements / Qualifications
Minimum Qualifications: Bachelor’s degree, or equivalent coursework/training, in public administration, social/behavioral sciences, healthcare, human services or other program-related field. Professional experience working in a human/social service or health care agency with responsibility for planning or evaluating programs or operational policies and practices may substitute in lieu of the educational requirement.

We’re Seeking Someone Who
- Has a proven ability to collaborate across teams and agencies.
- Communicates clearly and persuasively, both in writing and verbally.
- Is passionate about using thoughtful policy to improve Medicaid access and delivery.
- Can translate complex regulations into clear and actionable guidance.
- Research and interpret federal and state laws and regulations to guide Nebraska Medicaid policy.
- Draft and implement policies and operational procedures to ensure staff, stakeholders, and beneficiaries are working with uniform guidance.
- Participate in public hearings and represent the agency in policy discussions.
- Prepare briefings, legislative impact statements, state plan amendments, regulation updates and other policy documentation.
- Collaborate with internal teams and external stakeholders to develop effective and compliant policies.
- Explain, clarify, and interpret Medicaid policies and procedures.
- Maintain partnerships with federal/state agencies and community organizations.
- Perform additional duties as assigned.
