Job Description
The Nebraska Department of Health and Human Services' Division of Operations is looking for IT Business Systems Analysts to provide support for DHHS RPA (Robotic Process Automation) team. This position will act as a liaison between business users and IT technical developers of large system applications, facilitating new and enhanced system development.
We offer an excellent total compensation package including: 13 paid holidays, immediate earning of vacation and sick leave; state-matched (156%) retirement plan; health (79% employer contribution), dental, vision, and life insurance options, and we are a qualifying employer for the Public Service Loan Forgiveness Program.
***This is a full-time, on-site permanent position. It is not available as a contracted position. ***
Job Duties
Minimum Qualifications: Post high school coursework, training, or experience in the analysis of business processes and system requirements, and the creation of business process applications.

Job Duties
- Collaborate with business stakeholders to gather, analyze, and document detailed business and functional requirements for cloud-enabled applications
- Translate business needs into well-defined user stories, acceptance criteria, and functional specifications for development teams
- Recommend and implement improvements to website functionality, user experience, and system performance
- Partner with solution architects and engineers to design and deliver scalable cloud-based solutions
- Act as a liaison between business users, developers, and third-party vendors to analyze requirements and deliver enhanced system functionality
- Conduct analysis of existing business processes and workflows, identifying gaps and opportunities for optimization
- Work closely with technical architects to propose and validate effective technical solutions aligned with business goals
- Develop and execute comprehensive system test cases to ensure solutions met all functional and business requirements
- Create and maintain system documentation, user guides, and training materials to support end users and system adoption
- Deliver end to end production support by troubleshooting system issues, coordinating fixes, validating changes, and ensuring timely resolution of user concerns
Minimum Qualifications: Post high school coursework, training, or experience in the analysis of business processes and system requirements, and the creation of business process applications.
Preferred Qualifications
- Proficiency with Microsoft Office (Outlook / Word / Excel / Visio / SharePoint)
- Associate or bachelor’s degree in information systems, Information Technology, Business, Computer Science or related field.
- 5 years working as a business / solutions analyst
- Experience working on cloud projects and cross functional teams
- Understanding of SDLC methodologies.
- Working with DHHS systems.
- Knowledge of Clarity, Workfront and JIRA.
- Regular and reliable attendance.
- Not a remote position. The position must report to the Nebraska State Office Building (NSOB) in Lincoln NE.
- Strong interpersonal and analytical skills with the ability to assess complex business needs, adapt to changing priorities in a dynamic environment and identify effective solutions
- Excellent verbal and written communication skills, including the ability to clearly present technical information to non-technical audiences
- Strong presentation skills with experience delivering information to diverse stakeholder groups
- Proven ability to collaborate with business and technical teams to define and deliver effective technical solutions aligned with business requirements
- Effective communication skills for engaging with internal and external stakeholders, including clients, peers, and management
- Self-motivated and proactive, with the ability to work independently, meet deadlines and take initiative with minimal supervision
- Strong organizational, planning, problem-solving, and decision-making abilities
- Strong facilitation skills, including leading meetings, gathering requirements, conducting research, and driving problem resolution
