Job Description

In this position, you'll take on exciting mid-level responsibilities, diving into the planning, system analysis, development, implementation, and evaluation of crucial public health datasets.

You'll not only conduct essential informatician duties but also provide valuable training and support to empower our project management team. With a greater degree of autonomy, you'll be able to make impactful decisions that drive progress, while collaborating with our Informatician III supervisor and Unit Leadership for higher-level strategies. Examples Of Work

Planning, system analysis, system development, implementation, and evaluation of public health systems and datasets as well as system training and support to the project management team.

  • Conducts business analysis of program operations, workflow, and assists in strategic planning.
  • Leads the development and scope and specifications for system design for established and the development of new systems.
  • Develops workflow diagrams and documentation and provides final documentation to supervisor for final review.
  • Assists the Informatician III and the Unit Administrator I on any strategic planning for the unit subsection.
  • Works with stakeholders and end users to assess points of failure, duplication, or efficiencies.
  • Collaborates closely with IS&T project managers to provide detailed documentation and review scope and specifications of systems as projects are initiated.
  • Helps develop policies and procedures by collaborating with stakeholders, legal teams, Data Governance, IS&T, and vendors ensuring alignment with system capacity and compliance with regulations before submitting drafts for approval from supervisors and division leadership.
  • Provides education and trainings of the topic area to other public health professionals and community coalitions.
  • Supports the Informatician III in planning and developing grant activities including their implementation and educating public health professionals as well as conducting complex statistical analyses, producing reports, and identifying resource needs to fulfill grant objectives.
  • Mentors and Trains program team members, collaborating with supervisors to enhance skillsets including creating skill-based training for internal statistical analysis workgroups and supporting Informatician I positions in their professional development.
  • Helps Informatician III with writing and grants applications, reporting to grants, and other funding proposals, including the drafting of data management plans.
  • Lead analysis of data and resources needed to apply for funding proposals and funding reports.
  • Other duties as assigned.

Requirements / Qualifications

Minimum Qualifications: Bachelor’s Degree in Public Health, Statistics, Epidemiology, Informatics, or Health field plus 6 years of experience working in data analysis, statistics, & interpretation of data in a health subject area OR Master’s Degree in Public Health, Statistics, Epidemiology, Informatics, or Health field plus 4 years of experience. Experience may be substituted for experience on a year-for-year basis.

Preferred Qualifications: Working knowledge in SAS, R, or similar statistical analysis software; proficient to expert skills in SQL, Python, Tableau, ArcGIS or similar data management and data visualization tools; intermediate understanding and practical use of HL7, ASAP, USCDI, FHIR, or other health data and messaging standards

Knowledge, Skills And Abilities

Knowledge of: Statistical principles and practices related to health data and may include other governmental data such as U.S. Census; knowledge (academic and practical) of data needed for analysis, data management tools, statistical tools; Nebraska regulations, policies, and statutes mandating data collection or system requirements; federal health data and system regulations; and intermediate understanding of surveillance system structures and operations.

Skill in: Communicating with IT professionals and healthcare professionals; identifying appropriate data collection, data elements, and outcomes to be measured; providing system training to a wide variety of people (both technical and non-technical); identifying and troubleshooting basic system issues through errors in data, user experience, or other system specific items; using logic and analysis to identify the strengths and weaknesses of different approaches; reading comprehension; active listening.

Ability to: Independently identify issues in data, user experience, or other system specific items; effectively troubleshoot issues with systems or user centric issues; conduct analytical review of data or system issues including collection methods; use common identifiers and probabilistic join methods to join or link independent data sets or systems into new richer data set; facilitate discussions with health care professionals and a variety of other partners; analyze complex health data; prepare studies and reports including responding to data requests; explain and defend complex studies and recommendations; effectively communicate increasingly complex technical information to both technical and non-technical stakeholders.
