We’re looking for a proactive and reliable Waiver Application Specialist (Administrative Specialist) in Omaha to join the Eligibility & Enrollment (E&E) unit within the Division of Developmental Disabilities at the Nebraska Department of Health and Human Services (DHHS).
As a Waiver Application Specialist, you'll play a key role in helping individuals and families across Nebraska gain access to Home and Community-Based Services (HCBS) by managing the administrative processes that keep these programs running smoothly. What You’ll Do
In this role, you will:
Minimum Qualifications: At least one year of post high school coursework or experience in: administration, office management, accounting, finance, planning, policy analysis and implementation, administrative/management analysis, operations research, program evaluation, research, or similar fields or in a field related to the programs or functions of the employing agency.

What You’ll Do
In this role, you will:
- Coordinate and manage the day-to-day operations of the HCBS waiver application workflow
- Review incoming applications and referrals for accuracy and completeness
- Communicate with applicants or representatives to gather documentation and answer questions
- Work closely with internal teams to ensure proper assignment, tracking, and follow-up of cases
- Maintain organized records, generate reports, and help identify process improvements
- Interpret and apply relevant policies, guidelines, and regulations
- Provide exceptional customer service to the public and providers seeking HCBS information
Minimum Qualifications: At least one year of post high school coursework or experience in: administration, office management, accounting, finance, planning, policy analysis and implementation, administrative/management analysis, operations research, program evaluation, research, or similar fields or in a field related to the programs or functions of the employing agency.
Preferred Qualifications
- Experience working in a human services or Medicaid-related environment.
- Familiarity with state systems such as NFOCUS, SharePoint, and Outlook.
- Experience reviewing and tracking high volumes of documentation or applications.
- Knowledge of waiver programs or public assistance systems.
Knowledge, Skills, And Abilities
- Sharp attention to detail and accuracy
- Confidence interpreting and applying policies and procedures
- Proficiency in Microsoft Office Suite, especially Excel and Outlook
- Strong written and verbal communication
- Initiative to identify problems and suggest solutions
