Position Overview
ND Global Consulting Services, Inc. (NDGCS) is seeking an experienced Enterprise Project Manager – Advanced to support the South Carolina Department of Administration in the delivery of strategic and tactical information technology initiatives.
The selected consultant will lead complex, multi-stakeholder technology projects from initiation through closure while providing strong project management and business analysis support. This position requires the ability to manage scope, schedules, budgets, risks, requirements, stakeholder communications, and project governance across enterprise-level initiatives.
Key ResponsibilitiesProject Management- Lead end-to-end project delivery, including scope, schedule, budget, risk, quality, communications, and resource coordination.
- Develop and maintain project plans, work breakdown structures, RAID logs, communication plans, status reports, dashboards, and executive updates.
- Manage cross-functional teams involving internal IT personnel, vendors, subject-matter experts, and agency stakeholders.
- Facilitate project meetings and work sessions to validate scope, requirements, deliverables, and stakeholder expectations.
- Identify project risks and issues and develop appropriate mitigation and resolution strategies.
- Support procurement activities, including RFPs, Statements of Work, and vendor oversight, as required.
- Ensure projects comply with agency policies, security requirements, records-management standards, and established governance frameworks.
- Lead requirements-gathering activities through interviews, workshops, process mapping, journey mapping, and data analysis.
- Develop clear and testable business, functional, and nonfunctional requirements, user stories, and acceptance criteria.
- Analyze and document current-state and future-state business processes, workflows, and data flows.
- Define and track KPIs and expected business value.
- Translate business requirements into solution requirements in collaboration with architecture, security, data, and infrastructure teams.
- Support build-versus-buy evaluations and development of diagrams, models, and integration patterns.
- Develop change-management and stakeholder communication plans.
- Coordinate user acceptance testing (UAT), implementation readiness, cutover activities, and post-launch support.
- Monitor adoption through performance metrics, user feedback, and continuous-improvement activities.

- Minimum 7 years of project management experience supporting projects of moderate to high complexity.
- Demonstrated experience in business analysis and business process redesign.
- Minimum 5 years of experience managing IT, regulatory, compliance, or enterprise-level initiatives.
- Bachelor’s degree.
- Strong ability to independently manage projects with limited supervision.
- Strong written and verbal communication skills with the ability to communicate across technical, business, and executive stakeholder groups.
- Ability to work effectively in a high-volume, fast-paced environment.
- Ability to maintain confidentiality while working with diverse technical and business teams.
- Experience simultaneously managing multiple projects or workstreams.
- Strong schedule-management and resource-planning capabilities.
- Experience identifying, mapping, and re-engineering business processes.
- Experience developing and managing Integrated Master Schedules.
- Power BI and/or other data-dashboard experience.
- PMP, PMI-ACP, or comparable project management certification preferred.
