Job Description

Saving Lives Through Innovation and Mission-Driven Project Leadership.

Do you believe in the power of technology - and effective project management - to strengthen emergency response systems? At NCT9-1-1, we’re seeking a dedicated 9-1-1 Technical Project Administrator to lead the initiatives that keep our region’s emergency communications network strong, reliable, and ready when every second counts.

This role centers on managing complex and high-impact technology initiatives, but also supports departmental projects across the organization as needs evolve. It’s more than just shepherding tasks - it's about shaping the future of public safety communications through thoughtful planning, collaboration, and innovation.

Why This Role Matters

Every emergency call relies on a network of systems, processes, and people working in harmony. The Technical Project Owner ensures that not only our technology, but also our internal initiatives, continue to grow and adapt to serve the public safety community.

This position is about driving progress on multiple fronts:

  • Leading technical projects that enhance the 9-1-1 infrastructure and service delivery.
  • Supporting departmental and agency projects that advance organizational goals.
  • Ensuring initiatives meet reliability, cybersecurity, performance, and operational standards.
  • Building strong, collaborative relationships across ECCs, vendors, regional partners, and NCT9-1-1 teams.

If you enjoy organizing complex work, solving problems, and making a real impact on public safety, this role is made for you.

Key Responsibilities

  • Lead technology-focused projects throughout their full lifecycle - from concept and design to implementation and evaluation.
  • Manage timelines, risks, budgets, deliverables, and resources for technical and departmental projects.
  • Facilitate communication and collaboration among teams, vendors, ECCs, and regional or state partners.
  • Conduct daily stand-ups, sprint planning, retrospectives, and other Agile project activities.
  • Document project requirements, decisions, milestones, and progress for stakeholders and leadership.
  • Ensure projects comply with interoperability, security, and performance standards.
  • Serve as a subject matter expert for project management tools and best practices.
  • Provide clear reports, updates, and presentations for senior leadership.
  • Participate in research, pilots, and partnership efforts that support innovation in public safety communications.
  • Support additional departmental or organizational projects as assigned.

Who We’re Looking For

Someone who thrives in a collaborative, fast-paced environment and can confidently lead initiatives that vary in size, complexity, and subject matter. The ideal candidate is:

  • An experienced project manager with a strong foundation in technical project leadership.
  • A communicator who can bridge conversations between technical teams, operational staff, leadership, and external partners.
  • A proactive problem-solver who excels at anticipating risks, navigating challenges, and driving results.
  • A team-oriented professional motivated by service, innovation, and public safety.

Minimum Requirements

  • Bachelor’s degree in a relevant field.
  • 3–5 years of professional experience.
  • Valid state-issued driver’s license.
  • SCRUM/Agile experience with a Certified Scrum Master (CSM) or higher.
  • PMP certification, or the ability to obtain one within three years of employment.

Why Join Us?

Technology powers 9-1-1...but people make it work. At NCT9-1-1, you’ll help ensure that telecommunicators, ECCs, and regional partners have the systems, tools, and support they need to serve the public with excellence.

Your work will directly contribute to saving lives—not by answering the calls yourself, but by leading the projects that make every emergency response possible.
