Summary

This position is located at the Unaccompanied Housing (UH) Program at NAS Pensacola consisting of 2000 beds. The purpose of this position is to analyze and interpret operations data to assist the Unaccompanied Housing Manager in properly managing resources for the installation Unaccompanied Housing Program. Meeting operating goals and ensuring adequate and timely services to residents.

Duties

Help

The incumbent is responsible for operational support and guidance ensuring a professional facility, consistent with those services and amenities as directed by higher authority. The goal is to provide clean, comfortable accommodations, for residents, at the lowest possible cost while contributing to morale of service members assigned to the installation. Studies or reviews space distribution to develop work management criteria, evaluate the validity

and practicability of work methods and standards, evaluates impact of higher headquarters requirements on program operations, financial stability and/or structures and develops data to support the most efficient organization. Prepares preliminary reports recommending more economical and efficient alternatives, briefs Unaccompanied Housing Manager of results, and finalizes reports. In the absence of the Unaccompanied Housing Manager approves requisitions for equipment, supplies and amenities. Participates in management surveys that typically encompass major segments of the Unaccompanied Housing operation. Applies various techniques in analyzing and processing financial and organizational trends, work methods, Unaccompanied Housing program evaluation and record management. Performs internal management control vulnerability studies and reviews to develop controls to prevent losses and implement cost saving measures.

Front Desk Supervisor, NF03

Custodial Supervisor, NS02

Complex Manager, NF04

Purchasing Agent, NF02

Administrative Assistant, NF02

Warehouse Supervisor, NF03

Supervision responsibilities include, but are not limited to: assigning work, establishing and revising priorities, evaluating performance, approving or disapproving leave requests, selecting management/supervisory candidates and setting hiring boards, recommending pay adjustments and/or awards per policy, and recommending corrective and/or disciplinary action as warranted. Coordinates and maintains a professional employee training and development program. Manages an employee recognition program for all categories of employees on the Unaccompanied Housing staff. Ensures subordinates are fully aware of and comply with appropriate personnel, safety and environmental laws and regulations. Establishes liaison with tenant commands to support excellent communication to allow both the tenant and Unaccompanied Housing to meet missions in efficient and effective manner. Responsible for effective planning, development and implementation of policies, programs, and procedures affecting the full range of Unaccompanied Housing operations management matters, including financial management, facility/maintenance management, repair and improvement

projects, front desk operations, custodial operations and supply operations. Formulates plans and develops guidelines for the inspection of Unaccompanied Housing facilities and grounds within the installation.

  • Must meet Federal Employment suitability requirements and successful completion of background investigation. Background investigations are conducted using fingerprint identification and completion of background inquiry forms.

  • This position has oversight for a 24-hour operation and the incumbent must be available and accessible at various hours including evenings, weekends, and holidays as necessary to meet mission requirements.
  • Incumbent may be considered ‘ALPHA’ personnel, and therefore subject to work during inclement weather or other states of emergency.

Specialized experience directly related to the duties described above. Qualifying experience must have been equivalent to the next lower level in the normal line of progression.

Specialized experience must demonstrate the following:

  • The incumbent must have a minimum of 3 years' experience in a position related to a housing/apartment /lodging operation, with at least 2 years supervisory experience.
  • Must understand the daily operation of housing operations to include safety, environmental and fire prevention regulations and practices; housing management procedures; and front desk, custodial, and maintenance operating principles and practices.
  • Knowledge of personnel policy and practices to handle human resources requirements in a government environment (e.g., recruitment, performance management, evaluation, etc.).
  • Knowledge of associated laws, regulations, and policies used by the DoD, Department of the Navy (DON) and other U.S. government agencies to effectively manage individuals and teams in the workplace.
  • Knowledge of techniques to mentor, motivate and coach subordinate employees and skill in leadership practices.
  • Knowledge of CNIC's EEO policy and procedures
  • The incumbent must possess excellent communication skills and must possess fluent command of the English language, understand and use proper grammar, and be able to communicate clearly and effectively to all levels of the organization, both verbally and in writing.
  • Incumbent must be able to use and/or operate basic computer software such as; Microsoft Word, Excel and Power Point and have a working knowledge of the property management system.
  • Skills in developing directives, instructions, and procedures concerning the occupancy and utilization of Unaccompanied Housing facilities; conducting inspections and audits to identify project efficiencies; determining the impact of repairs, improvements, or other corrective measures; coordinating and scheduling or implementing the work with other organizational activities.
  • Must be able to understand and utilize basic military policies and regulations related to coordinating the planning, funding, construction
