Summary

The Deployed Forces program is responsible for ensuring that shipboard and home-ported military personnel are given the opportunity to participate in recreation programs. The purpose of this position is to assist the Deployed Forces Coordinator to implement and execute the CNIC Fleet Recreation Operation and Maintenance, Navy equipment grant program and provide formal training to shipboard recreation services personnel within the Mid-Atlantic Region.

Duties

Help

The incumbent assists in delivering programs to the shipboard community and facilitates fleet participation in departmental activities. Provides training to Recreation Services Officers and Fund Custodians through facilitation of the Fleet Recreation Management Course. Provides

technical training and guidance in the functional areas of afloat recreation programs, accounting, auditing procurement, general program administration and fund management.

Assists in coordinating shipboard participation in the Morale, Welfare and Recreation (MWR) Department recreation programs as well as assisting ships in the development of command sponsored activities. May assist the Deployed Forces Coordinator or Deputy Coordinator in sponsoring additional recreation for programs fur individual ships, squadrons, groups or ships in port.

Provides technical training in area of afloat recreation-programs;-accounting, auditing, procurement, general administration and fund management. Develops internal controls, budgeting; genera] administration and record keeping; policy interpretation; procurement, using both APF and NAF funds; design of shipboard fitness sources, Library Resource Centers and Cardio/Fitness areas; planning, supervising and evaluating programs; development of computerized records and files; financial management, administration; and indoctrination briefs.

The incumbent along with other Deployed Forces personnel surveys home ported ships to determine exercise/recreation equipment needs, both short and long term. Shipboard requirements must be met within the limits of electrical service requirements, height and weight limitations, freight costs and expediency requirements, allocated funding and product availability. Equipment cost and complexity range from simple things (e.g. softball gloves) to highly technica1 items (e.g. electronic fitness equipment).

The incumbent provides input into the overall administrative policies for the program. Works in conformance with these policies, plans, procedures, and techniques approved by CNIC and develops, relates and adapts these to meet the specialized needs of the program.

Incumbent assists in establishing and developing internal controls and assists in the preparation of the MWR Fleet Recreation budget execution, analysis and inventory. Incumbent is responsible to ensure all transactions for receipt, safekeeping, deposit, disbursement and accountability of funds and property are performed in accordance with established policies and regulations. Assists in managing, overseeing, and executing the annual budget and recommends and may submit purchase orders, vouchers, work orders and contracts as necessary.

Assists with internal controls over the Afloat Recreation property, equipment and supplies. Maintains property management records, hand receipt files, and property location information. Reports any discrepancies to the Deputy Deployed Forces Coordinator who is responsible 10 develop and justify the overall budget and financial goals for the Deployed Forces Program. Ensures that both NAF and APF funds are expended properly and judiciously within the limits of budgetary plans.

Incumbent must assure that facilities and equipment are well maintained, safe, cost-effective to operate and suited to the needs of the varied programs and clientele. Assists with conducting studies to determine the adequacy of present equipment and facilities; develops standards, specifications and criteria for new or revised construction projects. Recommends projects for consideration and approval for funding assistance.

As a qualified course manager for the Afloat Recreation Management Course, provides required training to on-board recreation staff. This is a 3 day course of instruction. Also trains Fund Custodians via financial workshops in the electronic management of the recreation fund.

Incumbent assists in compliance with MWR Safety Programs as well as safety practices promulgated by federal Jaw and Navy safety instructions and regulations established for the Deployed Forces Program and facilities. Ensures compliance with an accident prevention program to eliminate unsafe conditions and practices which may result in injury to patrons, self, equipment or property.

  • Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.
  • Position has been designated Non-Critical sensitive. As a position of trust and ITU position, employment is conditional on the successful competition of an Access National Agency Check (ANACI). Position requires eligibility for a secret clearance.
  • Starting May 7, 2025, non-affiliated individuals requesting access will need a REAL ID-compliant driver's license or another acceptable form of identification to access CNRMA Installations. (review required documents section for more information.)
  • Must be able to carry up to 40 lbs. unassisted
  • Incumbent must be physically able to operate an electric pallet jack.

Qualifications

Must possess a thorough knowledge of the wide range of principles, concepts and techniques relating to:

Recreation such as would be gained through extensive experience in planning fitness and recreation programming.

Operating military fitness, fleet recreation or recreational facilities and programs, and the methods for promoting such programs.

Possess an extensive knowledge of exercise equipment suitable for shipboard use and skill in developing shipboard fitness spaces in order to provide a dynamic fitness and recreation program for the fleet.

Budgeting to be able to assist in coordinating the budget for inclusion in the overall recreation budget.

Purchasing and inventory control, to insure that consumables, supplies, and equipment are properly safeguarded.

Facility management to ensure that all spaces are fully and properly programmed, utilized, maintained and when necessary renovated or replaced.

Skill in developing new methods, approaches, and procedures to insure that programs are kept current with patron desires, and full utilization of resources consistently realized.

Education

Undergraduate and Graduate Education: Major study - general recreation, or one of the appropriate fields of recreation such as outdoor recreation; recreation and parks leadership; wild land recreation management; natural resources recreation; youth recreation; public, urban or community recreation; special populations recreation (e.g., senior citizens, institutional, etc.); or physical education.

Experience

General Experience: Experience that provided a knowledge of the goals, principles, methods, and techniques of recreation, and an understanding of the interests of individuals or groups.

Specialized Experience: Experience that demonstrated the ability to apply the principles of one or more specialty areas of recreation. Examples of qualifying specialized experience include:

Planning. organizing, coordinating, supervising, or evaluating community. industrial, outdoor, institutional, or other recreational programs.

Planning, establishing, or evaluating a recreational curriculum for junior college or higher academic levels.

Instructing in the principles and techniques of recreational program planning and

management.

Serving in a leadership role in the programs and activities of local, regional, and/or national recreational organizations.
