The purpose of the Work and Family Life Consultant's (WFLC) is to provide education, training, information, and referrals to foster personal growth, positive development, and improve individual and family functioning. This includes building life skills, developing adaptive coping mechanisms, and fostering a positive mindset. The position also plans, manages, coordinates, implements, and evaluates training, education, and outreach for Work & Family Life Programs.

A qualified candidate possesses the following:
  • Must have 2 years specialized experience in planning, managing, coordinating, and implementing outreach for personal and family life readiness or quality of life Programs OR Masters or equivalent graduate degree/ 2 full years of progressively higher-level education leading to such a degree/ LL. B or J.D., if related.

Responsibilities:

Program Coordination and Facilitation (75%)

As a coordinator and facilitator of various military QOL programs and services, provide individual and group WFL education, training, information, and referrals to commands, military leadership, service members, military families, Ombudsmen, and Family Readiness Groups. Work independently or with other FFSC staff and stakeholders to provide services. Employ the no-wrong-door approach to interview and assess the customer's needs and concerns, such as relocation, mobilization and deployment readiness, career and employment readiness, financial readiness, personal and family life readiness, etc. Provide a warm handover to the appropriate personnel and organization, in accordance with policy. Work with clients to prioritize issues and develop plans and goals tailored to their needs and concerns. Monitor and track program usage and trends, capture data in approved CNIC database repository, and ensure quality customer service and client satisfaction.

Regularly review all new and existing WFL programs, in accordance with Region and CNIC policies, and recommend changes to supervisor. Conduct personal and family life readiness education and training to address the wide range of challenges identified in the community (e.g. financial concerns, transition, deployment, stress, etc.). Assist leaders at all levels with developing individualized training plans for specific commands/units based upon community needs assessments. Collaborate with Military Family Readiness Coordinating Committee stakeholders and FFSC colleagues, to include integrated prevention coordinators (IPCs), deployed resiliency coordinators (DRCs), and command leadership, on training needs and to plan, schedule, and execute training/educational services to ensure the effective and efficient delivery of various educational programs and services (in-person, afloat, and virtual) to service members.

Maximize various forms of service delivery, including virtual services via webinar, video, email, phone; R&R support (ship aboard) to deployed service members; and group classes, one-on-one consultations, and Information and Referral (I&R) services in-person, via online webinar or video, telephone, and email to service members ashore and afloat (pier side). Deliver services using social media platforms (as determined by site/region and in collaboration with marketing and public affairs officer) and collaborating with other services to implement the co-location service delivery model requiring.

Collaborate with military and community based QOL strategic partners on executing multi-departmental installation QOL primary prevention events and activities. As a command representative, coordinate with various FFSC staff and leadership to have FFSC staff brief at scheduled workshops, programs, command briefs and general military trainings (GMTs) presented at commands and at other locations, as needed. Consult on and conduct individual sessions, and group training to strengthen the well-being of Sailors and their families in the following: Career Counseling and Family Employment, Volunteer Coordination, Relocation Assistance, Mobilization and Deployment Readiness, Ombudsman Program, Financial Readiness, Personal and Family Life Readiness (Mind-Body Mental Fitness), Family Emergency Response and Emergency Case Management, Exceptional Family Member Program (EFMP) Support, Navy Gold Star Information and Referral, Return and Reunion, and active emergency Family Assistance Center (EFAC) events, when necessary. Crosstrain to provide backup support to FFSC staff, as determined by supervisor.

Program Administration & Evaluation (25%)

Partner with command leadership and installation stakeholders to synchronize resources and coordinate QOL programs for community needs. Systematically analyze new legislation, regulations, and policies to identify operational impacts and evaluate the cost-benefit ratio for WFL programs. Facilitate program adjustments and provide the Director with actionable recommendations to ensure continued alignment with military standards. Optimize service delivery while maintaining strict compliance.

Ensure compliance with DOD, DON, and CNIC directives by compiling data into comprehensive reports on program effectiveness and evaluating curriculum relevance. Develop and review SOPs, manage resources, and conduct needs assessments using official surveys to identify trends and inform leadership. Create and disseminate marketing materials, network with stakeholders to build program awareness, and promote resources like Military OneSource through various channels.
