Job Description

The Off-Hull Support Manager is responsible for safely providing services that support operation of the Moored Training Ships (MTSs) and management of the radioactive and hazardous wastes generated at NPTU-C. The position requires close working relationships with various groups at NPTU-C, Joint Base Charleston, and the South Carolina Department of Environmental Services.

The Off-Hull Support Manager will be the NPTU-C lead for continuous improvement (CI) and assessment across the entire site. This will include being the NNL point of contact for NPTU-C in these areas.

The Off-Hull Support Manager will be a primary interface between NNL and the Navy.

The position involves supporting the Site by:

  • Providing prompt and efficient Off-Hull Support services as required to support the MTS schedules (e.g., pure water, oily water processing, steam collection, high pressure air, low pressure air, sea water chlorination)
  • Maintaining a high level of material condition of all Off-Hull Support facilities (e.g., Radiological Support Area, Support Systems Complex)
  • Receiving, processing, and evaporating radioactive liquid waste to manage Site inventories
  • Receiving all hazardous and radioactive wastes from generators and transferring to disposal activities per applicable Navy, Federal, and State requirements
  • Shipping and receipt of radioactive materials
  • Maintaining environmental, safety, and health (ESH) monitoring equipment in a ready condition for use by Site personnel
  • Managing regulatory required reports on asbestos disturbances
  • Responsible for assessment programs including management agenda items, critiques, incident reports, NAVSEA audit responses, and NPTU-C self-assessment.
  • Responsible for CI programs including NNL initiatives, coordination of NNL-Navy Site project teams and NPTU-C CI initiatives.
  • Teaming with NNL and Navy senior leaders to advance the site-wide culture of self-assessment.

Manage personnel typically performing work in the following functional areas: engineering, science, data analytics, and/or technical compliance. Responsible for nuclear safety/criticality control (includes handling spent fuel, fuel lab work, irradiated specimens). Oversees work with significant radiological insult (includes radiological operations and D&D of radiological facilities). Responsible for laboratory and/or facility ownership, which includes safe operation of high energy systems and/or significant environmental impact (e.g., chemical, radiological). Responsible for design or life cycle support of nuclear assets. Responsible for packaging of waste with significant radiological/environmental insult.

Required Combination Of Knowledge And Skill

Bachelors degree from an accredited college or university in a related technical, engineering or science field and previous management experience; or Bachelors degree from an accredited college or university and a minimum of 4 years of relevant experience and previous management experience and also have the ability to qualify as a radiation worker.

Preferred Skills

  • Strong interpersonal, verbal, and written communication skills to establish and maintain open and effective relationships with a diverse set of interfacing organizations and levels of personnel.
  • Previous experience in operation and maintenance of mechanical systems, and radiological and ESH compliance.
  • Previous experience in Off-Hull systems, MTS/Site Engineering, RPCO, or previously qualified EOOW on any Naval nuclear propulsion plant.
  • Demonstrated ability to work with Navy Personnel.
  • Demonstrated experience with assessment or improvement initiatives.

Pay Range

$157,700.00 - $251,400.00 annually

Salary information provided is a general guideline only. Annual salary is based upon candidate experience and qualifications, as well as market and business considerations.

The Naval Nuclear Laboratory is operated for the U.S. Department of Energy (DOE) by Fluor Marine Propulsion, LLC (FMP), a wholly owned subsidiary of Fluor Corporation. Naval Nuclear Laboratory personnel are FMP employees who work at four DOE facilities: Bettis Atomic Power Laboratory, Knolls Atomic Power Laboratory, Kenneth A. Kesselring Site, and Naval Reactors Facility, and at the U.S. Department of Defense-owned Nuclear Power Training Unit-Charleston. FMP employees also have an established presence at numerous shipyards and vendor locations. For nearly 70 years, the Naval Nuclear Laboratory has developed advanced nuclear propulsion technology, provided technical support, and trained world-class nuclear operators to ensure the safe and reliable operation of our nation's submarine and aircraft carrier Fleets. The Naval Nuclear Laboratory is a national asset solely dedicated to the Naval Nuclear Propulsion Program. We rely on the dedication and innovation of our nearly 8000 engineers, scientists, technicians, and support personnel.
