Summary
You will serve as a SUPERVISORY CONTRACT SPECIALIST in the NAVAL FACILITIES ENGINEERING COMMAND of NAVAL FACILITIES ENG COMMAND HAWAII. This is an obligated position. The former incumbent has return rights to this position under PL 86-585.
Duties
You will be responsible for contracts related to design, construction, utilities, alteration, maintenance, facility support services, research and development, energy, information technology, and environmental engineering of shore facilities.You will oversee and lead efforts to plan, develop, advertise, negotiate, award, administer, and/or terminate contracts supporting long range procurement programs.You will make decisions or recommendations on the interpretation and content of federal regulations and agency policies concerning development and management of complex procurements.You will serve as principal contracting advisor to senior level customer personnel and Command/Business Line representatives.You will assist the CCO in resolving inquiries from the Small Business Administration, Department of Labor, Office of the Secretary of the Navy or customer equivalent, industry associations, individual contractors, and/or Members of Congress.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector 1) Developing, executing, and administrating contracts in support of an extensive range of supplies and services related to design, construction Architect-Engineering, and maintenance for shore facilities' 2) Managing and motivating groups of contracting and procurement personnel towards organizational goal accomplishments, including setting priorities, work assignments, and assuring quality products are provided in a timely manner; and 3) Advising all stakeholders on overall business-line acquisition strategy, contract policy interpretation, contract price proposal, solicitation, negotiation, administration, and termination of contracts. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement.
