What are the responsibilities and job description for the DGM Legislative Liaison position at Navajo Tribal Utility Authority?
MINIMUM REQUIRED QUALIFICATIONS:
High School Diploma or GED Certificate.
Bachelor's Degree preferred.
5 years of experience in customer service or public relations.
3 years of experience in utility, operations and engineering administration.
Experience in Navajo Nation Government structure, processes and procedures.
Valid Driver's License required (subject to motor vehicle record review).
JOB RESPONSIBILITIES AND PERFORMANCE OBJECTIVES:
Creates and maintains a Navajo Nation contacts system for coordinating communications, scheduling and reference for the DGM, Associate DGM, and NTUA proposed initiatives and in response to the Nation's leadership at the OPVP, NNC and Division and department levels.
Establishes and maintains contact with Navajo Nation Council Legislative Assistants and OPVP Executive Staff Assistants for communication, scheduling and logistical arrangement and agreements.
Maintains the DGM and Associate DGM calendars for schedule arrangement of time, location, duration, subject and roster of attendees. Obtains coordinate commitment from all.
Coordinates routine quarterly contacts in promoting and engaging global planning with NN departments, Divisions, Chapters and other enterprises.
Coordinates local Chapter outreach programs through local District Management and staff. Reports, results, status, issues and ensures resolutions and responses.
Provides HQ level customer service contact representing NTUA, DGM and Associate DGM. Ensures final resolution, formal response when needed. Handles the customer and maintains contact from initial engagement through final disposition. Coordinates action and activity with proper technical, professional or other departmental leadership and staff.
Provides high level Administrative support to the DGM and Associate for all interactions internally and externally, directly or through other Administrative staff.
Provides staff support during engagements with summary notes, action items, facilitates follow up actions and ensures staff assignments are completed accurately and on time.
Must maintain positive, professional but business friendly relations with NN leadership, NN Divisions and Departments, staff and other local government entities such as IHS, BIA, State and Federal departments.
Tracks Navajo Nation Council and Standing Committee meetings, agendas and pertinent legislations in relation to NTUA DGM endeavors, interests and functions. Tracking electronically as well as occasionally through physical attendance. Keeps DGM, Associate and Legal or technical managers informed of movements, actions or inquiries resulting from the monitoring activity.
Performs legislation drafting and circulatory review actions resulting in final legislations approved by management including legal review. Coordinates the DGM designated solicitation and lobbying methodology process and function to obtain committed NNC sponsor(s).
Keep abreast of announcements and actions of public interest organizations and their possible effects on the company.
Maintains professional and technical knowledge by: conducting research; attending seminars, educational workshops, classes, and conferences; reviewing professional publications; establishing networks; participating in professional societies; and conferring with representatives of contracting agencies and related organizations.
