PURPOSE OF POSITION

The Human Resource Manager guides and manages the overall provision of Human Resources services under the direction of the Division Director of Business and Human Services, policies, and programs for the School and provides technical advice in all areas of human resources administration, labor relations, training programs, and compliance with relevant local, state, federal, and Navajo Nation laws and regulations.

QUALIFICATIONS AND REQUIREMENTS

Minimum Qualifications:
Bachelor's degree in business, management, public administration, or human resources
Three years proven work as HR Specialist or other HR experience in administering human resources functions of an organization.

Skills and Knowledge:
People oriented and results driven
Knowledge of HR systems and databases
Excellent listening, negotiation, mediation and presentation skills
In-depth knowledge of HR, labor laws and HR best practices
Competence to build and manage human relations skills with employees
Good oral and written communication skills, customer service, and decision-making skills
Knowledge of principles and practices of HR administration and relevant laws and regulations
Ability to work under pressure and meet deadlines
Maintain high levels of integrity and confidentiality with regard to sensitive information
Knowledge of policies, procedures and regulations that govern P.L. 100-297 grant school programs.

Navajo/Indian Preference:
NPS complies with the Navajo Preference in Employment Act and Indian Preference by giving preferential consideration to persons of documented Navajo, American Indian, or Alaskan Native Tribal membership, who meet the minimum qualifications for employment for the position.

Exempt: Professional Contract - Salaried position for 261 days

SUPERVISOR
Division Director of Business & Human Services

RESPONSIBILITIES AND DUTIES
· Implement procedures outlined in the Personnel Policy Handbook for effective personnel management; take leadership to update Personnel Policies on an annual basis.
· Ensure employment practices are in compliance with local, state and federal laws, such as the Equal Employment Opportunity, American with Disabilities, Fair Labor Standards Act, Navajo Preference in Employment, Drug Free Work Place and Title VII of the Civil Rights Act of 1964-Harassment of Employees, Sexual Orientation, Racial, Disability and Age discrimination.
· Facilitate and coordinate all hiring practices including establishment of employment position, advertisement and recruitment, screening, interviewing, offer of employment with salary/wage and issuance of contract.
· Ensure compliance with P.L. 101-630, Indian Child Protection and Family Violence Prevention Act, by conducting background checks and fingerprinting.
· Provide supervision over all personnel records and maintain all required documentation, such as application, licensures, benefits information, I-9 form, background checks, and performance evaluations.
· Ensure determination of suitability of existing and prospective employee(s) by following the adjudication process to qualify or disqualify the candidate for employment.
· Develop an overall Professional Development Plan for departments by scheduling required staff training.
· Work in coordination with the Division Director of Business & Human Services to implement plans for compensation, employee benefits, 401(k) retirement, group health and life insurance plan, workers compensation, unemployment insurance, social security (FICA), annual leave and sick leave.
· Conduct annual salary surveys and update salary scales across the board.
· Develop, analyze and update the personnel evaluation program.
· Conduct new employee orientation and onboarding.
· Ensure that all disputes, complaints and grievances are handled fairly and impartially and in accordance with personnel policy.
· Review and update job descriptions in coordination with department supervisors.
· Oversee exit interviews.
· Maintain school directory and organizational charts.
· Serve as a member of the administrative team for planning and development.
· Attend meetings as assigned by the Supervisor.
· Serve as a key member of the school leadership team for planning, implementation and evaluation of programs.
· Performs other duties as may be assigned or delegated by the Supervisor

EVALUATION
Will be evaluated in accordance with the Navajo Preparatory School Board, Inc. policies and procedures.

Salary : $65,000 - $87,000
