County Engineer

Under general direction of the Public Works Director performs work of considerable complexity and difficulty in managing the engineering functions in the areas of roadway, bridge and drainage design, traffic engineering, roadway maintenance, capital improvement projects, construction estimates, engineering project management, floodplain management, and community development improvement plan review. The position assists the Public Works Director in the management of the Engineering Division of Public Works and performs related work as assigned.(Essential function, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills and other characteristics.  This list of tasks is ILLUSTRATIVE ONLY and is not a comprehensive listing of all functions and tasks performed by positions in this class.)

• Acts for the Public Works Director in his absence, or as directed.  
• Directs the work of engineering division staff assigned to county infrastructure, flood control, street and highway design, construction, inspection and maintenance of roads.
• Manages the Engineering Division staff and operations through selecting, developing, evaluating, monitoring activities, providing guidance and making assignments.
• Reviews and approves Developer submitted plans, plats, designs, and concepts to ensure compliance with County policies and standards; examines construction proposals, specifications and bids for compliance with policies and objectives.
• Organizes plans and directs the operations of County engineering and roads operation to ensure roads and highways are constructed and designed in a manner that is safe and efficient.
• Oversees and monitors road construction; ensures that highways and operations are in compliance with budget, and meet County, state and federal requirements.
• Reviews and investigates requests from citizens for traffic mitigation in neighborhoods, signing requests, speed limit adjustments, and other traffic safety devices.
• Respond to public inquiries and to traffic-related requests and inquiries. 
• Writes specifications, contracts, and cost estimates for construction work to ensure compliance.
• Initiates projects and directs engineering studies; oversees the review of all plans submitted by consultants.
• Coordinates services and projects with other agencies and other County departments.
• Prepares annual engineering budget; prepares reports on projects progress, impacts, costs and timeframes.
• Responds to public inquiries via correspondence, in-person, or by speaking to them on the telephone.
• Represent the Department and participate in regional transportation planning, committees, conferences and partnering activities with other government agencies.

• Knowledge of principles and practices of civil engineering road construction and maintenance, flood control and drainage principles.
• Knowledge of laws, regulations, and statutes governing road construction and maintenance.
• Knowledge of various OSHA rules and regulations.
• Knowledge of principles and practices of management.
• Skill in analyzing the needs of the engineering function.
• Skill in public presentations and communicating with a variety of personalities and education levels.
• Skill in effective communication, both verbally and in writing.
• Skill in establishing and maintaining effective working relationships with employees, other agencies and the public.
• Skill in planning, organizing, and directing the work of others.

Bachelor’s degree in Civil Engineering or closely related field; AND seven years experience in Civil Engineering, construction or highway traffic engineering including three years as a supervisor; AND Arizona Professional  Engineer license; AND an Arizona Certified Floodplain Manager (CFM) or the ability to obtain within six months; AND a valid Arizona drivers’ license.

Salary : $103,386 - $165,278
