This position is located in the Natural Resources Conservation Service (NRCS) in the State of New Mexico. The incumbent serves as the Assistant State Conservationist ASTC for Partnerships in the office of the State Conservationist (STC). The incumbent provides supervision, direction, and management of the overall scope of the State Conservations Program Objectives, by developing, establishing and maintaining Partners as allocated in the state office.

Specialized Experience Requirement
Must possess at least one year of specialized experience at the GS-12 level or higher in Federal service, or comparable experience not gained through Federal service. For this position, specialized experience is defined as work performed in an office setting that is in or related to the work of this position. Examples of specialized experience include Develops, establishes and maintains partnerships with environmental groups and urban organizations, at the regional, state and local level. Promotes alliances within the State to strengthen conservation partnership while fostering common conservation goals and objectives. Working with state conservation communication staff in planning and implementing soil, water, and natural resources communication and marketing programs for NRCS. Provides guidance to successfully address controversial, complex and time sensitive issues through negotiation and effective communication with partners. Serves as primary point of contact for the State Technical Advisory Committee, Governors Natural Resources Cabinet, Soil and Water Conservation Commission, Congressional affairs, Tribes, the Association of Conservation Districts and the Core Partnership Committee.
For the GS-13 grade level: You must have one year of specialized experience equivalent to the GS-12 grade level in federal service or comparable experience not gained through federal service. Specialized experience is defined as: Develops, establishes and maintains partnerships with environmental groups and urban organizations, at the regional, state and local level. Promotes alliances within the State to strengthen conservation partnership while fostering common conservation goals and objectives. Working with state conservation communication staff in planning and implementing soil, water, and natural resources communication and marketing programs for NRCS. Must possess a combination of education and experience of at least 30 semester hours in one or more of the disciplines shown above, including at least 12 semester hours in a combination of soils and crops or plant science, plus appropriate experience or education comparable to a 4-year degree. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade Requirement: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
