Summary
Under direction of the Elected/Appointed Clerk of District Court, this position will fulfill the requirements of Wyoming Statutes and the Wyoming Constitution as they pertain to the duties of the Clerk of District Court. The Deputy Clerk I performs a variety of entry level clerical duties as needed to expedite the efficient and effective delivery of public services afforded through the office of the Clerk of District Court. Performs clerical functions specific to maintaining the permanent court record, record retention, public records, research and related duties. This position prepares and processes court documents, performs judicial procedures, and works with the court case management system as well as assists with the accounting and financial records of the court. Exposed to graphic and sensitive images and information within the court documents. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. This position usually performs most of the duties required of the Clerk II, but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. The Deputy Clerk I position supports the Clerk in the operation and procedures of the District Court.

Essential Functions

  • Provides professional customer service with a high volume of pro se litigants, attorneys, legal personnel, the public, governmental agencies and other relevant parties by providing general procedural information without giving legal advice either in person or on the phone.
  • Uses the case management system to record the permanent court records as follows:

1) Open cases – determine case type, cause of action, and assess and receipt filing fee if required.

2) Docket cases – review documents and determine appropriate event codes, enter data, scan documents, and link related scanned images.

3) Case dispositions – determine and enter closing events, disposition type and judgement details.

  • Processes, maintains, and distributes documents, files, and case materials such as bench warrants, petitions to revoke, subpoenas, complaints, and notice of appeals.
  • Proofreads and reviews all incoming documents electronic and paper to make sure the record is complete and accurate.
  • Performs follow-up work after court sessions; distributes judicial orders; posts information generated during court sessions to case files; prepares and routes copies, certified, if necessary.
  • Collects fees, fines, bond money, garnishments, and restitution. Applies credits to appropriate cases and issues receipts.
  • Balance cash-drawer by payment type and ensure accuracy in the case management system; may prepare end of day reports and balance daily receipts to reports.
  • Verifies legitimacy of requests for access to court information, ensuring that confidential information is redacted from the public file.
  • Does general record checks by searching indexes and/or documents to obtain and verify information.
  • Identifies and resolves minor issues that may arise during daily tasks, like discrepancies in data or customer inquiries.
  • Efficiently collects, opens, sorts, distributes, and/or sends postal mail, email, or other information. May be responsible for court correspondence.
  • Maintains, retrieves, and files criminal, civil, juvenile, involuntary cases and probate files.
  • Responds to inquiries and provides a variety of information regarding District Court matters; explain policies and procedures to the public.
  • Processes court documents including scanning, file stamping and document certification.
  • Issue summons, subpoenas, and other court documents.
  • Determines appropriate access to the case record.
  • Determines confidentiality levels after review of submitted filings.
  • Determines parties on a case and who may be a party on a case.
  • Enters default when appropriate.
  • Certifies and authenticates the record.
  • Certifies service of court documents.
  • Serves all final orders by following rule 77.
  • Provides court reports to a variety of agencies.
  • Always maintains confidentiality of department information.
  • Adhere to safe work practices and procedures.
  • Complete training and receive 2 National Association of Court Management certifications in the first year of employment and become CORE champion which is a comprehensive training program for court professionals within three years of employment.
  • Attend and participate in staff meetings, safety meetings and related activities; attend workshops, conferences and classes to increase professional knowledge.
  • Must learn appropriate rules and statues that are associated with the responsibilities of the Clerk of District Court.
  • Serve as an information source; provide information on departmental, county and state policies and procedures; answer phone, and assist callers.
  • Research, order, track and prepare materials as requested by the Clerk.
  • Operate a variety of office machines including Computers, typewriters, printers, copiers, calculators, fax, scanner, telephone system, routine use of full range of word processing and spreadsheet software applications.
  • Contact and work with internal (County Treasurer, County Assessor, County Attorney, and other County agencies) and external (various departments at the county and/or state government level, financial institutions, and other public in large numbers) entities to resolve a variety of issues.
  • Performs other duties as assigned.

Education and Experience

1. High School Diploma or equivalent required

2. Must be at least 18 years of age.

3. One (1) or more years of administrative assistant or clerical work experience. Preferred experience in the legal field, with electronic case management systems and/or electronic filing systems.

4. Complete training and receive 2 National Association of Court Management certifications in the first year of employment and become CORE champion which is a comprehensive training program for court professionals within three years of employment.

Knowledge and Skills

1. Modern office procedures, methods, and general office equipment; standard computer software applications including Microsoft Office and Adobe Pro; various department systems unique to the Clerk of District Court Department.

2. Principles and procedures of record keeping and filing official documents.

3. English usage, spelling, vocabulary, grammar, proofreading, and punctuation.

4. Understand and follow oral and written instructions.

5. Principles and practices used in interacting with the public.

6. Basic mathematical principles.

7. Techniques for proper telephone etiquette.

8. Numerical, alphabetical and subject matter filing systems.

9. Principles and practices of working safely.

10. District Court policies, processes, and procedures.

11. Ability to learn and apply federal, state, and local laws, policies, procedures, codes and regulations.

12. Legal requirements and terminology for court operations and case processing.

13. Exercise good judgment, flexibility, creativity, and sensitivity in response to changing situations and needs.

14. Type and enter data at a speed necessary for successful performance.

15. Assessing, evaluating, prioritizing, and handling multiple tasks, projects, and demands.

16. Working within deadlines to complete projects and assignments.

17. Establishing and maintaining effective work relations with co-workers and others having any interactions with the District Court.

18. Explaining court procedures and processes in a clear, concise, and comprehensive manner.

19. Preparing clear and comprehensive written and electronic court documents, correspondence, forms, and reports.

20. Respond tactfully and courteously with the public in responding to requests, inquiries, and complaints.

21. Collect, compile, and summarize information and data.

22. Plan and organize work to meet schedules and deadlines.

23. Establish, maintain, and foster positive and harmonious working relationships with those contacted in course of work.

24. Ability to deal with difficult customers using effective communication and problem-solving skills.

Pay: From $19.23 per hour
