Proposal Operations ManagerLocation: Remote / Hybrid (based on program needs)Employment Type: Full-TimePosition OverviewThe Proposal Operations Manager is responsible for managing the operational execution, processes, tools, and workflows that support federal proposal development efforts. This role ensures proposal teams are enabled to deliver compliant, high-quality, and on-time submissions by overseeing schedules, resources, templates, compliance tracking, and proposal infrastructure. The Proposal Operations Manager partners closely with Proposal Directors/Managers, Capture, Business Development, and executive leadership to ensure consistency, efficiency, and scalability of proposal operations.Key ResponsibilitiesManage the operational lifecycle of proposal development from kickoff through submissionDevelop, maintain, and enforce proposal processes, workflows, templates, and best practicesCreate and manage proposal schedules, calendars, and milestone trackingMaintain compliance matrices, outlines, and document version controlCoordinate proposal resources, assignments, and workload planning across concurrent effortsSupport proposal kickoff meetings, color team reviews, and executive reviews from an operational perspectiveEnsure proposals adhere to solicitation instructions, formatting requirements, and compliance standardsOversee proposal tools, repositories, and document management systemsProvide editing coordination, production support, and quality assurance oversightTrack proposal risks, issues, and action items and support mitigation planningServe as a central point of contact for proposal operations communicationsSupport post-submission activities, including lessons learned and process improvementsIdentify opportunities to improve efficiency, scalability, and repeatability of proposal operationsRequired QualificationsBachelor’s degree in Business, Communications, Management, or a related field6 years of experience in federal proposal operations, proposal coordination, or proposal managementStrong understanding of federal proposal development processes and compliance requirementsWorking knowledge of FAR/DFARS and federal solicitation structuresDemonstrated ability to manage schedules, workflows, and multiple priorities under tight deadlinesStrong organizational, analytical, and problem-solving skillsExcellent written and verbal communication skillsProficiency with Microsoft Office Suite and proposal development toolsPreferred QualificationsMaster’s degree or relevant professional certifications (APMP preferred)Experience supporting DoD and/or civilian federal agency proposalsExperience with Shipley or similar proposal methodologiesFamiliarity with proposal automation tools, content libraries, and collaboration platformsActive U.S. Government security clearanceCore CompetenciesProposal operations and process managementCompliance tracking and quality assuranceSchedule, workflow, and resource coordinationAttention to detail and consistencyCross-functional collaboration and communicationContinuous improvement mindsetWork EnvironmentFast-paced, deadline-driven proposal environmentAbility to manage multiple proposals simultaneouslyOccasional extended hours during proposal submission periodsEqual Opportunity StatementThe company is an Equal Opportunity Employer and does not discriminate on the basis of race, color, religion, sex, national origin, age, disability, veteran status, or any other protected status.
