What are the responsibilities and job description for the Senior Water Resources Engineer position at National Stormwater Trust, Inc.?
National Stormwater Trust (NST)
Location: Tallahassee, Florida
Employment Type: Full-Time
Experience: 10 Years Preferred
About National Stormwater TrustNational Stormwater Trust (NST) is an innovative environmental infrastructure company transforming how stormwater is managed in Florida.
Through advanced stormwater control technologies, innovative regulatory solutions, and our Stormwater Nutrient Credits™ program, NST helps public and private clients meet increasingly demanding water quality requirements while improving the performance of existing stormwater infrastructure.
We operate at the intersection of engineering, environmental science, technology, and business innovation. Our approach challenges conventional stormwater management practices by identifying new ways to improve infrastructure performance, achieve measurable environmental benefits, and create economic value.
We are expanding our engineering team to support a rapidly growing portfolio of projects throughout Florida.
The OpportunityNST is seeking an experienced Senior Water Resources Engineer who combines strong technical expertise with independent thinking, sound judgment, and an entrepreneurial mindset.
This is not a traditional consulting engineering position.
Our engineers do more than develop designs and prepare permit applications. They help identify opportunities, evaluate unconventional solutions, develop new approaches to regulatory challenges, and participate directly in building an emerging environmental infrastructure business.
The successful candidate will play a significant role in expanding NST's Regional Stormwater Management Systems (RSMS), Stormwater Nutrient Credits program, and advanced stormwater management technologies.
We are looking for someone who enjoys solving problems that don't necessarily have established answers—and who has the technical competence and professional judgment to develop defensible solutions.
Key Responsibilities- Lead hydrologic, hydraulic, and water quality analyses for stormwater management projects throughout Florida.
- Develop and evaluate stormwater treatment strategies, including nutrient loading and removal calculations.
- Lead engineering evaluations, designs, and permitting activities for Regional Stormwater Management Systems.
- Prepare and review Environmental Resource Permit applications and supporting technical documentation.
- Interpret and apply Florida Department of Environmental Protection (FDEP) and Water Management District regulations.
- Evaluate existing stormwater infrastructure for opportunities to improve treatment performance through retrofits and advanced control technologies.
- Support the development, permitting, and verification of Stormwater Nutrient Credits.
- Participate in the design and implementation of automated stormwater management systems, including Continuous Monitoring and Adaptive Control (CMAC) technologies.
- Work collaboratively with regulatory agencies, engineering consultants, clients, contractors, and NST's internal team.
- Provide technical leadership, mentorship, and quality assurance across engineering activities.
- Collaborate with NST's business development and executive teams to evaluate new opportunities and develop innovative project solutions.
- Help establish and improve engineering processes, analytical methodologies, and technical capabilities as the company grows.
- Bachelor's degree in Civil Engineering, Environmental Engineering, Water Resources Engineering, or a closely related engineering discipline.
- Professional Engineer (PE) license in Florida, or ability to obtain Florida licensure through reciprocity.
- Significant professional experience in water resources or stormwater engineering; 10 or more years preferred.
- Strong technical foundation in hydrology, hydraulics, stormwater treatment, and water quality engineering.
- Experience with stormwater permitting and regulatory compliance.
- Demonstrated ability to manage complex technical projects and exercise independent engineering judgment.
- Strong analytical, problem-solving, technical writing, and communication skills.
- Ability to work both independently and collaboratively in a dynamic, growing organization.
- Extensive experience with Florida Environmental Resource Permitting and Water Management District requirements.
- Experience with stormwater nutrient loading, treatment efficiency, and pollutant removal calculations.
- Proficiency with ICPR, EPA SWMM, or comparable hydrologic and hydraulic modeling tools.
- Experience with stormwater retrofit projects, regional stormwater management systems, or innovative treatment approaches.
- Familiarity with GIS and engineering data analysis.
- Experience with automated stormwater controls, real-time monitoring, or adaptive stormwater management technologies.
- Experience working with FDOT, local governments, community development districts, or major land development projects.
- Experience leading engineering projects or mentoring less-experienced engineers.
We are looking for engineers who know how to think—not simply follow established procedures.
NST is building something different, and our success depends on people who combine technical competence with intellectual curiosity, initiative, and sound judgment.
We value individuals who demonstrate:
- Independent thinking: You question assumptions, evaluate alternatives, and develop practical solutions rather than automatically accepting conventional approaches.
- Initiative and ownership: You recognize problems, take responsibility, and act without waiting for detailed instructions.
- Sound judgment: You make thoughtful decisions, particularly when information is incomplete or circumstances change.
- Attention to detail: You understand that technical accuracy, preparation, and follow-through are essential to successful engineering.
- Intellectual curiosity: You enjoy learning, exploring new technologies, and understanding how complex systems work.
- Adaptability: You are comfortable operating in a growing company where responsibilities evolve and new opportunities emerge.
- Collaborative leadership: You can defend your technical conclusions, consider competing perspectives, and work effectively with people from different professional backgrounds.
We also appreciate candidates whose experiences outside traditional engineering roles have developed leadership, accountability, situational awareness, and practical problem-solving skills.
Military service, emergency response, lifeguarding, outdoor leadership, and other demanding experiences can develop valuable qualities that translate directly into our work. Such backgrounds are welcomed but are not required.
We aren't necessarily looking for unconventional people. We're looking for capable people who are willing to think unconventionally.
