Qualifications:

To qualify for the position of Victim Outreach Specialist (one year reimbursable detail), at GS-0101-13you must meet the basic qualification requirements listed below.

Degree: behavioral or social science; or related disciplines appropriate to the position.

OR

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

OR

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

Additionally, successful applicants must also have prior experience working directly with crime victims, and knowledge of trauma-informed, victim-centered best practices.

About the Office:

This is a reimbursable detail assignment for a period of one year. Applicants must be current DOJ Federal Employees. The detail may be extended. Applicants should receive the approval of their supervisor before applying.

The mission of the National Security Division (NSD) is to coordinate the Department of Justice's (DOJ's) efforts in carrying out its core mission of combating terrorism and protecting national security, including protecting our national assets from state-sponsored threats to the private sector. NSD is responsible for supervising the enforcement of all federal criminal laws related to counterterrorism and counterespionage, except those specifically assigned to other divisions. NSD also serves as DOJ's liaison to the United States Intelligence Community (USIC) and represents the government and the USIC before the Foreign Intelligence Surveillance Court. NSD advises the Attorney General regarding all matters of national security policy.

About OVT:

The mission of NSD's Office of Justice for Victims of Overseas Terrorism (OVT) is to support U.S. victims of terrorism overseas by helping them navigate foreign criminal justice systems and by advocating for their voices to be heard around the world.

We advocate for U.S. victims and their families to obtain information, be present during foreign terrorism prosecutions, and have a voice during the proceedings, as permitted by foreign law. We further provide policy advocacy on overseas terrorism victims' issues both within the U.S. Government and throughout the world.

Job Description:

This position serves as a Victim Outreach Specialist located in the U.S. Department of Justice (DOJ), National Security Division (NSD), Office of Justice for Victims of Overseas Terrorism (OVT).

- The incumbent provides recommendations on the appropriate treatment of the victims and establishes internal OVT procedures to design and administer programs to meet the victims' needs.

- The incumbent is responsible for the provision of social services to victims of terrorism during an international criminal justice process.

- The incumbent interviews victims and assesses their needs.

- The incumbent coordinates with other federal agencies and victim service agencies to ensure that the victims' and agency's needs are met by providing appropriate services to victims, survivors, and their families to help cope with the impact of crime on victims of federal crime and international terrorism.

- Developing plans for outreach and direct services to international terrorism victims.

- Providing crisis intervention and referring victims to appropriate social service resources.

- Reviewing current practices applicable to the treatment of victims.

- The incumbent develops trauma informed training and outreach materials for the component.
