SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. As a Facility Operations Specialist, you will perform the following duties:
- Provide technical oversight and coordination of facility operations, maintenance, and repair activities for laboratory, office, and research facilities. Ensure the reliable operation of building systems including Heating, Ventilation, and Air Conditioning (HVAC), building access and security systems, electrical distribution, plumbing, seawater systems, fire protection, backup power generation, and other critical infrastructure supporting scientific research missions.
- Serve as project manager for facility-related contracts, construction projects, and maintenance programs. Develop statements of work, independent government cost estimates, and acquisition packages. Manage project budgets and expenditures, monitor contractor performance, coordinate procurement activities and ensure projects are completed within scope, schedule, budget, and applicable regulatory requirements.
- Conduct facility assessments and manage compliance with federal, departmental, and agency requirements related to occupational safety, environmental compliance, energy management, property management, and infrastructure resilience. Identify deficiencies, develop corrective actions, and provide recommendations to leadership regarding maintenance priorities, capital improvements, and risk mitigation strategies.
