- The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment.

To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
- EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Experience at this level must include all of the following: 1) Manage, plan, organize and direct a multi-faceted maintenance operation utilizing current facilities management practices such as analysis, life-cycle costs, and choosing by advantage; (2) Implement Facility Management Software Systems for cost effective management of assets; (3) Performed duties as a Contract Officer's Technical Representative; and, (4) Prepare detailed cost estimates for facilities operations, maintenance, and construction. You must include your resume with hours worked per week annotated.
- EDUCATION: possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or a LL.M., if related. Major study- engineering, industrial arts, property management, or business administration. You must include transcripts.
- To qualify based on a combination of education and experience, they must total to 100% when combined. Calculate your education and experience percentages by determining what percentage of the required amounts you possess. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify. For example, 3 months of experience would be 25% of the required 12 months. 45 semester hours of graduate education out of the required 54, would meet 50% of the 18 semester hours beyond what's required of the GS-09 grade level.
Responsibilities:
The major duties of the Facility Operations Specialist position include, but are not limited to, the following:- Serve as park's facility management expert, providing technical leadership and participating in parkwide planning, policy development, and operational decision-making.
- Manage facility operations and maintenance programs by planning, scheduling, and directing work for building systems, plumbing systems, utilities, and related infrastructure.
- Lead facility project planning and execution by developing scopes, cost estimates, and specifications, coordinating design and technical reviews, and overseeing construction and repair work as COTR or project manager.
- Ensure compliance with safety, environmental, cultural, and building code requirements by implementing safety programs, conducting inspections, and enforcing applicable regulations and National Park Service standards.
- Supervise maintenance personnel and manage financial resources by preparing annual and multiyear budgets, tracking expenditures, reconciling property inventory, and overseeing staff performance and development.
