This position is at the U.S. Department of Health and Human Services, National Institutes of Health Clinical Center in Bethesda, MD-the world's largest hospital dedicated to clinical research. The Health Information Management Division supports patient care and research through coding, records processing, documentation analysis, information release, and compliance, as well as consultation on regulatory and accreditation requirements.

Qualifications:

You qualify at the GS-14 level, if you meet one of the following qualification requirements:

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: Leading a complex health information management program in a clinical research environment. Advising senior leadership on medical records policy, regulatory compliance, and implementation of legislative and documentation requirement changes. Applying advanced expertise in electronic health records and data analysis to resolve complex issues, improve processes, and guide system and procedural adaptations. Overseeing budget, staff education, and program evaluation while ensuring compliance with policies and promoting high-quality documentation practices.

Responsibilities:

As the Chief of the Division, the incumbent conducts the overall planning, administration, and evaluation of the CC's medical records program. Contributes to the research mission of the NIH and CC and the care for patients of the CC. The incumbent is responsible for overseeing the management, processing, and secure use of medical records and related data to support patient care, research, and compliance. Codes and abstracts clinical information for research systems, maintains and controls access to medical records, ensures adherence to Privacy Act and FOIA requirements when releasing information, and reviews documentation for completeness. This position supports patient and clinician engagement through telehealth services and secure electronic portals that provide access to health records, diagnostic images, and research-related communication tools.

Additional duties include:
  • Manages the work of the Division and its staff through Assistants to the Chief and Section Heads; makes decisions to solve largely defined issues requiring extensive analysis.
  • Analyzes proposed legislation and advises officials on impacts; applies expert knowledge of health information management principles, laws, and regulations.
  • Serves as a consultant to agency management on integrating health information management with Clinical Center and NIH programs.
  • Applies medical records administration knowledge to implement and oversee programs, solve difficult problems, and make impactful recommendations.
  • Analyzes electronic health record data using trend, graphical, and statistical methods to address issues.
  • Ensures strategic plan, mission, vision, and values are communicated and integrated into staff work.
  • Improves production, quality, and identifies needed resources; plans program and procedural changes aligned with leadership direction.
  • Prepares and monitors budgets; develops operational plans, goals, and objectives.
  • Ensures compliance with policies, regulations, accreditation standards; provides technical assistance and develops guidance.
  • Conducts evaluations, develops policies and reports, provides briefings, coordinates programs, and represents NIH with external organizations.
