Summary

NIST is seeking a Multilateral Standards Coordinator to align U.S. positions on global Information and Communication Technologies (ICTs) and Critical and Emerging Technologies (CETs) standardization issues. Responsibilities involve coordinating with U.S. Government agencies, private sector, and foreign governments engaged in international standards issues. This notice is issued under direct-hire authority to recruit new talent to occupations for which NIST has a severe shortage of candidates.

Duties

The Standards Coordination Office at NIST initiates and manages a variety of programs, tools, and activities to enhance U.S. industry competitiveness and federal agencies' coordination in their participation in the development and use of standards and conformity assessment. NIST is seeking a Multilateral Standards Coordinator in its Standards Coordination Office to support and reflect U.S. positions on global Information and Communication Technologies (ICTs) and Critical and Emerging Technologies (CETs) standardization in multinational standards organizations. At the ZP-3 level, you will: Engage with subject matter experts to ensure U.S. priorities in global ICT/CET standards are sufficiently represented. Help coordinate standards development in multinational bodies like the International Telecommunication Union - Telecommunication/Radiocommunication (ITU-T/R) alongside the U.S. Interagency and private sector. Assist U.S. representatives, principals, and management in communicating ICT/CET standards policy implications both in writing and verbally. At the ZP-4 level, you will: Coordinate with the U.S. Interagency and the private sector to align U.S. positions on global ICT/CET standardization issues. Liaise across U.S. Government agencies to coordinate inputs from NIST experts to international standards committees. Participate directly in multinational standards organizations like the ITU-T/R to champion U.S. industry and government interests. Perform complex technical analyses to communicate ICT/CET policy implications to U.S. representatives, principals, and management. Lead efforts with Federal, state, local, and foreign government officials, along with the private sector, to drive standardization activities.

Qualifications

Basic Requirements: Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. or Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. For the ZP- 3 : In addition to the above basic requirement, this position requires one year of specialized experience equivalent to at least the GS-9 (ZP-2 at NIST) level. Specialized experience is defined as: Experience participating in multiple global ICT/CET standards development activities and synthesizing technical requirements across public-private partnerships OR 3 years of progressively higher level graduate education leading to a Ph.D. degree OR Ph.D. or equivalent doctoral degree OR A combination of education and specialized experience as defined in the additional requirements. For the ZP- 4 : In addition to the above basic requirement, this position requires one year of specialized experience equivalent to at least the GS-12 (ZP-3 at NIST) level. Specialized experience is defined as: Experience leading international ICT/CET standardization initiatives, driving public-private consensus within multinational bodies (such as the ITU), and serving as a technical authority to resolve controversial technology disputes that impact agency-wide programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
