POSITION TITLE: Director of Workforce Development

REPORTS TO: Senior VP of Organizational Development

LOCATION: Los Angeles, Glendale, Ventura, Arleta

CLASSIFICATION: Exempt

Position Summary

The Director of Workforce Development will design, implement, and oversee workforce readiness programs that create pathways to meaningful employment for our unhoused guests residing in recuperative care and interim housing sites. This position is responsible for building a structured training pipeline, equipping participants with the skills, tools, and confidence needed to secure and sustain employment. While we will not directly employ participants, the Director will collaborate with local employers, workforce boards, community colleges, training providers, and service agencies to establish career pathways and long-term opportunities.

Responsibilities and Initiatives

  • Develop and manage a comprehensive workforce development program, including training, job readiness workshops, resume building, mock interviews, and career planning.
  • Establish structured career pathways tailored to the unique needs and interests of our guests.
  • Identify and coordinate external training and certification opportunities (e.g., trade programs, apprenticeships, Department of Rehabilitation, college courses).
  • Track participant progress and outcomes to ensure program effectiveness
  • Build partnerships with employers, training providers, workforce agencies, and community-based organizations.
  • Collaborate with internal staff at recuperative care and interim housing sites to integrate workforce programming with case management and supportive services.
  • Represent the organization at community workforce development meetings, job fairs, and networking events.
  • Supervise workforce development staff and volunteers (as applicable).
  • Develop and monitor program budgets, grants, and funding opportunities related to workforce services.
  • Create program policies, procedures, and performance metrics to ensure alignment with organizational goals.
  • Provide direct support and coaching to guests, including one-on-one career counseling, skill-building, and interview preparation.
  • Ensure workforce programs are trauma-informed, culturally responsive, and accessible to individuals with varying levels of education, experience, and stability.
  • Promote self-sufficiency and confidence in participants through strength-based, empowerment-focused approaches.

Requirements

Education & Experience

  • Bachelor’s degree in Workforce Development, Human Services, Education, Business Administration, or related field required; Master’s degree preferred.
  • Minimum of 5 years of experience in workforce development, employment services, training program management, or related field.
  • Experience working with vulnerable populations (unhoused individuals, formerly incarcerated, etc.) strongly preferred.

  • Strong knowledge of workforce development, best practices, career pathways, and adult learning strategies.
  • Excellent relationship-building, communication, and public speaking skills.
  • Ability to develop and manage partnerships across diverse sectors.
  • Strong organizational, data management, and program evaluation skills.
  • Commitment to equity, inclusion, and trauma-informed practices.

Physical Requirements

  • Works in an office environment under normal working conditions.
  • Subject to frequent interruptions.
  • Must be able to read material and use a computer.
  • Must be able to hear well enough to communicate with co-workers.
  • Standing and walking.
