Assignment Description
ASSIGNMENT DESCRIPTION: The incumbent serves as the National Geospatial-Intelligence Agency (NGA) Associate Director for Capabilities (ADC), a critical member of the senior leadership team. In the position of ADC, the incumbent leads the NGA Director's initiatives to drive modern technologies and digital solutions at NGA and across the unified geospatial-intelligence (GEOINT) enterprise. The incumbent provides executive level direction for identifying, acquiring, partnering, developing, and sustaining technical capabilities for delivering timely GEOINT for current and future Department of War (DoW) and Intelligence Community (IC) operations. This includes continuous improvement of capabilities, development/delivery of future capabilities and technologies that out-compete adversaries, and leveraging all government, academia, and commercial partners to retain and extend/enhance US GEOINT dominance. The ADC drives innovation approaches, fosters a culture of creativity, and manages the pipeline from ideation to agency implementation. The ADC aligns new capabilities, services, or processes with the NGA Director's goals and objectives to maintain a competitive GEOINT advantage across multiple domains and DoW, IC, and USG customers with a particular concentration in achieving value and results in Artificial intelligence (AI)/Machine Learning (ML) and Computer Vision (CV). The incumbent synchronizes agency governance, processes, technology, resources and activities to ensure agency alignment with national and defense intelligence goals, NGA's mission and strategy, oversight guidance, and strategic GEOINT approaches of the National System for GEOINT (NSG) and the Allied System for GEOINT (ASG). The ADC leads four (4) key units: the Office of the Chief Information Officer (CIO), the GEOINT Innovation and Research Office, the Office of Contract Services, and the Program Executive Offices (PEO), of which there are five offices, encompassing life-cycle management of all programs for a multibillion-dollar budget. Concerning the PEOs, the ADC oversees management of defense and IC acquisition programs/portfolios, ensuring each is delivered on time, within budget, and meeting performance requirements.
If the position is dual-hatted as the NGA Component Acquisition Executive (CAE), the incumbent also executes on behalf of DIRNGA all required acquisition-based statutes, regulatory and policy requirements, providing rigorous oversight of the NGA Chief Procurement Executive and the agency's entire procurement process from strategic planning to contract performance. The incumbent advises the Director and agency leadership on business strategies to ensure mission goals are achieved through cost-effective procurements. Working with cognizant NGA offices, the CAE oversees development/maintenance of a robust acquisition career management program, including recruitment, training and professional development strategies. The CAE ensures timely and accurate reporting to DoW and IC acquisition oversight officials.
The incumbent will collaborate with NGA senior leaders to ensure the agency has the requisite technology infrastructure and capabilities to support business goals and objectives. The incumbent will also establish and guide high-performing teams.

Qualifications Mandatory
MANDATORY QUALIFICATION CRITERIA: Eligibility for this executive level position will be based upon a clear demonstration that the applicant has experience of the scope and quality sufficient to effectively carry out the assignments of the position. Successful applicants will be distinguished from other applicants by a review of the Technical Qualification (TQs) and Education Requirements, if required. An applicant’s resume must show that their experience, education and accomplishments reflect the competence and professional standing required to provide expertise needed for this position. RESUMES MUST NOT EXCEED TWO (2) PAGES. Resumes over the two (2) page limit will not be reviewed and will be disqualified. Resumes that do not clearly address TQs will not be adequate for evaluation. Failure to meet a TQ requirement will disqualify an applicant.
EDUCATION REQUIREMENT
Bachelor’s degree from an accredited college or university.
Qualifications Desirable
TECHNICAL QUALIFICATIONS (TQs):
1. Proficient understanding of managing modern network infrastructure, data management, current technological trends, including AI/ML/Internet of things (IoT)/CV, cybersecurity, and Cloud management technologies.
2. Strong agile project management (PM) skills.
3. Extensive knowledge of government policies, guidelines and procedures in the field of information technology.
4. Strong analytical acumen, adept at simplifying complex problems, and skilled in orchestrating effective plans to address challenges and minimize risks; excellent written, oral, and presentation skills; action-oriented and self-driven with excellent interpersonal skills.
5. CAE Specific Experience/Certification as an “Acquisition Key Leadership Position”, if applicable.
6. PM Advanced Certification, 10 years of acquisition experience in an acquisition workforce position, with at least 4 years performed while assigned to a Critical Acquisition Position, a 3-year tenure agreement, and experience as a Program Manager or Deputy Program Manager are required for appointment as CAE.
7. Completion of DAU’s Program Manager’s Courses (PMT 4010 and PMT 4020) within 6 months of assuming the position.
DESIRABLE QUALIFICATION CRITERIA: In addition to the above Technical Qualifications, the below qualifications are also desired:
1. Experience at the Defense Intelligence SES (DISES) Tier 2 level or equivalent (examples of equivalent position designations: SIS-2, SNIS Executive-2, SES-II, SES-III, military experience at the General or Flag Officer level), or relevant experience in the private sector/industry with a minimum fifteen (15) years post-Bachelor's relevant work experience in a reputable organization, five (5) years of which must be in a senior management position.
2. Government experience could include assignments as a: leader/deputy of an organization at or below Agency level; component Director or Deputy; successful joint duty at the Tier 2 level; senior functional authority with strategic focus on and direct accountability for managing major programs; managing or performing as the senior technical advisor for large programs, personnel or organizations; experience in budget formulation, overseeing, and enforcing Component/Agency policy; experience as the approval authority for major command or equivalent policies, resources, and programs; representing specific functional areas at interagency meetings; and experience serving on strategic boards, committees, and other groups pertaining to assigned functional areas and knowledge of the NSG and ASG programs. Understanding of and/or practical experience in Joint Targeting processes at the Combatant Command and Joint Force Command levels; specific knowledge/expertise in GEOINT support to targeting. Private sector/industry experience could include assignments in significant leadership positions in digital transformation initiatives; spearheading Cloud-based within large organizations; leveraging data analysis tools and business intelligence platforms to make data-driven decisions and optimize business processes; relevant professional certifications (CSM, PMP, ITIL, CISM, etc.); budget execution, acquisitions, program management.

SELECTION REQUIREMENTS:
1. Applicant selected for this position is subject to the completion of a one-year DISES trial period. (Applicants selected from outside NGA may be required to complete a two-year DCIPS trial period if they have not already done so.)
2. This position requires access to classified Defense Department and Intelligence Community information. The individual selected must already possess, or be immediately eligible for, a TOP SECRET security clearance and access to Sensitive Compartmented Information. U.S. citizenship is required for the granting of a security clearance. Successful completion of a polygraph examination is required for employment by NGA.
3. This position is covered under the Ethics in Government Act of 1978 (P.L. 95-521). Incumbent will be required to file an Executive Personnel Financial Disclosure Report (SF-278) with the NGA Office of General Counsel.
4. Employment is subject to requirements of the NGA Drug Testing Program.
