NEW Solutions connects experienced workers (ages 55 ) with the USDA Agricultural Research Service (ARS). These experienced professionals provide administrative, scientific, and technical support to the Agricultural Research Service through the Experienced Worker Program (EWP).
Positions listed here do not guarantee employment for any definite period. Enrollment in the Experienced Worker Programs administered by NEW Solutions is temporary. The enrollment relationship between NEW Solutions and the Enrollee is an ?at-will? relationship. This means that an Enrollee is free to terminate enrollment at any time during the enrollment period, and NEW Solutions and the Agency have the right to terminate the relationship with the Enrollee.
PLEASE NOTE: An ?Enrollee? is not a federal employee, nor an employee of NEW Solutions. An ?Enrollee? is a participant in a grant program established through a Cooperative Agreement funded by the agency and administered by NEW Solutions. The enrollee shall not sign federal documents, authorize the use of federal funds, nor initiate or conduct federally funded research projects. The enrollee shall not author articles for publication as a federal employee, nor coordinate scientific research between the Government and private industry. The enrollee shall not present themselves as a Government employee or Government representative at meetings both foreign and domestic or when coordinating federal agencies? areas of research. The enrollee shall not make decisions on federally based research on behalf of Government policy makers, and the enrollee shall not supervise any Government employees.

Minimum of 20 year(s) of experience in the collection and disbursement of license revenue and/or the administration of a compliance program for license agreements. OR AA Degree in Business
Provide advice and policy recommendation to the ARS Administrators and top-level program and administrative managers regarding the identification and management of the Agency?s intellectual property, providing internal policies and procedures for technology transfer related to the discovery, protection, and transfer of inventions and other technologies to private industry.The enrollee shall not sign federal documents, authorize the use of federal funds, nor initiate or conduct federally funded research projects. - Provides expert advice and recommendations to OTT staff in the collection and disbursement of license revenue in a manner compliant with Federal statute and USDA policy. Obtains royalty reports from licensees, processes license revenue payments, and calculates the disbursement of license revenue to inventors. Works with FMD and/or the National Finance Center to resolve accounting issues. 30%
- Provides expert advice and recommendations to OTT staff on the monitoring of all active license agreements. Monitors the performance of all active license agreements and corresponds with licensees in a timely manner to assure that reports and payments are received by the applicable due dates. Identifies circumstances of noncompliance and take appropriate actions to bring the licensee into compliance in a manner consistent with applicable laws, regulations, and ARS policy. Processes all voluntary license terminations by licensees. 25%
- Assures that all official USDA electronic and paper license files are accurate, complete, and up to date. Assures that confidential records are secure. Ensures newly executed agreements, amendments, and licensee contact information is entered or updated in the ARIS record. Compiles USDA licensing data and prepares the licensing section of the USDA annual report to Congress on Agency and Departmental technology transfer activities. Participates in OTT efforts to comply with Freedom of Information Act (FOIA) requests received by ARS management. 25%
- Provides leadership and direction in the collection and disbursement of license revenue and the administration of the compliance program for all of the agency?s license agreements. 10%
