For over 25 years, National Experienced Workforce Solutions (NEW Solutions) has specialized in connecting experienced workers (ages 55 ) with full-time and part-time job opportunities that support the critical missions of Federal Agencies across the United States.

NEW Solutions connects experienced workers (ages 55 ) with the USDA Agricultural Research Service (ARS). These experienced professionals provide administrative, scientific, and technical support to the Agricultural Research Service through the Experienced Worker Program (EWP).


Positions listed here do not guarantee employment for any definite period. Enrollment in the Experienced Worker Programs administered by NEW Solutions is temporary. The enrollment relationship between NEW Solutions and the Enrollee is an “at-will” relationship. This means that an Enrollee is free to terminate enrollment at any time during the enrollment period, and NEW Solutions and the Agency have the right to terminate the relationship with the Enrollee.


PLEASE NOTE: An “Enrollee” is not a federal employee, nor an employee of NEW Solutions. An “Enrollee” is a participant in a grant program established through a Cooperative Agreement funded by the agency and administered by NEW Solutions. The enrollee shall not sign federal documents, authorize the use of federal funds, nor initiate or conduct federally funded research projects. The enrollee shall not author articles for publication as a federal employee, nor coordinate scientific research between the Government and private industry. The enrollee shall not present themselves as a Government employee or Government representative at meetings both foreign and domestic or when coordinating federal agencies’ areas of research. The enrollee shall not make decisions on federally based research on behalf of Government policy makers, and the enrollee shall not supervise any Government employees.

*Position is Hybrid (approximately 70% Remote and 30% Onsite), position location is 9501 W. Lakeview Rd, Stillwater, OK 74075. Onsite work will be done here. This position will be open until filled.


Duties:

The position will assist the Supervisory Civil Engineer/Research Leader and other staff in development of research standards, specifications, methodologies, engineering tools, engineering drawings, guidance documents, training presentation and operating procedures that assist scientific staff with delivery of research projects. The enrollee will assist with providing field training to technical staff and partners on engineering techniques, methodologies, deployment of instrumentation; data collection, analysis and management; documentation; review of drawing; model design and construction; evidenced-based risk of dam incidents and failures; and computer programming including software development, testing, and use and instrumentation deployment.


The enrollee will assist with project spot checks and training and outreach associated with ARS research and tech transfer. Please note: Position location is 9501 W. Lakeview Rd, Stillwater, OK 74075. Onsite work will be done here as position is hybrid.   • Assist development of standards, specifications, methodologies, engineering tools, architectural and engineering drawings, guidance documents, training presentations, and operating procedures as it relates to research including on but not limited to hydraulic structures (e.g., dams, levees, spillways, grade stabilization structures, and channels), erosion, flood routing, sediment transport, soil, concrete, artificial intelligence (AI), and/or technology development. 30%
  • Assist with development and delivery of field and virtual training to ARS technical staff, collaborators, and customers on engineering techniques methodologies; deployment of instrumentation; data collection, analysis and management; evidenced-based risk-prioritization system framework for USDA small watershed dams; documentation; review of drawings; model design and construction; and computer programming including software development, testing, and use and deployment of instrumentation. 30%
  • Assist with project spot checks, training, design review, model construction, technical documentation review (e.g., manuscripts, standards, statements of work), technology transfer and outreach in the delivery of technical materials including but not limited to software, design standards, publications. 20%
  • Work with, meet with, and assist to organize and coordinate ad hoc work groups for development of technical materials, standard revisions, methodologies, and engineering tools. 10%
  • Self-directed research of current industry standards, methods, and procedures. Will inform Research leader, technical staff, and ad hoc work groups on findings and assisting with incorporating findings into the development of tech transfer documents, materials, software, methodologies, instrumentation, and engineering tools. 10%


Qualifications:

Minimum of 20 year(s) of experience in research involving civil engineering agricultural engineering, geotechnical engineering, hydraulic engineering, and/or environmental engineering. OR BA/BS Degree in Civil engineering, agricultural engineering, geotechnical engineering, hydraulic engineering, water resources engineering, and/or environmental engineering.

  • Professional engineer license preferred but not required. Experience in use of instrumentation like sensors, pitot tube, orifice meter with air/water manometers, magnetic flow meters, fiber optic probes, unmanned aerial systems, cloud-based technologies, and/or surveying equipment. Experience in soil, concrete, and embankment and/or concrete dam testing methodologies, mathematical and physical modeling of hydrologic processes and hydraulic structures, software development, computer programming. Experience and/or knowledge in model construction with skillsets in carpentry, 3D printing, electronics, water quality, flooding, hydrology, and use of various materials (e.g., wood, metal, plexglass).
  • Experience required with Windows, MS Word, MS Excel, MS PowerPoint
  • Experience AutoCAD or other CAD software. Knowledge in statistical software, ESRI software products, Flow 3D or other computation fluid dynamics software, and/or 3D printing.

  • Training provided as needed.
  • Travel Requirements: Site visits, fieldwork, use of a GOV will be made available. On occasion to attend meetings.
  • Overnight travel: Occasional travel for site visits and field work may be expected.
  • Air travel anticipated: On rare occasions, out of state travel may be expected to meet with collaborators and/or stakeholders. Frequency would be no more than two weeks per year.
  • Rental cars: On rare occasions, out of state travel may be expected to meet with collaborators and/or stakeholders. Frequency would be no more than two weeks per year.
  • Health and Safety Considerations: Working in outdoor conditions is to be expected at field sites and in the outdoor laboratory. Outdoor walking over uneven and/or steep terrain in all weather conditions is to be expected at field sites and laboratory research grounds. Exposure to all weather conditions, poisonous insects (e.g., ticks, spiders) and animals (snakes), and irritant plants (e.g., poison ivy) may occur. Occasional lifting up to 50 lbs. may be required. General outdoor safety training and chemical awareness and MSDS, use of power tools and agricultural equipment (e.g., skidsteerer, tractors, backhoe, UTV, etc.) training will be provided by ARS, if applicable. Required Safety Gear: During construction site visits: hard hat and safety vest will be provided by ARS. Appropriate safety gear including but not limited to safety glasses or googles, hearing protection, waders will be provided by ARS, if applicable. Incumbent will be provided the following: Attire appropriate for field work under all weather conditions.
