Experience Req: Minimum of ten (10) years of progressive professional experience in logistics, supply chain management, or emergency operations, including at least five (5) years in a senior supervisory, command, or incident management role.

Academic Req: Bachelor’s degree in emergency management, business administration, transportation, supply chain management, or related field required or equivalent experience may be substituted. Candidates without a degree must demonstrate verifiable extensive leadership experience in logistics operations, emergency management, or incident support functions.

Certifications: Candidate must possess ICS-100, ICS-200, ICS-700, ICS-800, ICS-300 and ICS-400. Logistics Section Chief certification is preferred. Candidates must possess at least an EMT-B at time of hiring. Candidate must possess a CDL-B at the time of hiring or be willing to obtain within one year.

Position Summary:

The Deputy Executive Director/Logistics Section Chief (DED/LSC) supports the Executive Director for Preparedness and Response in both daily operations and incident-specific missions, serving as a senior-level emergency management leader responsible for ensuring readiness, deployment, and sustained support of critical resources across all hazards. The DED is a core member of the Incident Management Team (IMT) and will serve as Section Chief, leading their assigned section during preparedness, response, and recovery operations.

This position must be capable of stepping into the ED/EVP/IC role as needed and is expected to travel and represent National EMR. The DED must be able to present, meet with, and effectively articulate the mission, capabilities, and scope of National EMR to external stakeholders. This role carries business development expectations and measurable objectives for expanding section capacity, building specialized skills, improving personnel retention, and contributing to the growth of National EMR’s scope and footprint.



Critical Action Items & Measurable Deliverables:

  • Provide rapid deployment and stand-up (12–24 hours) of command, response, and/or logistics assets in austere environments.
  • Manage warehouse operations, field supply chains, staging areas, material ordering, and asset tracking systems.
  • Lead the growth of the Logistics Section by recruiting additional personnel, developing new capabilities, building team skills, and increasing retention and operational depth to ensure sustained readiness.
  • Serve as the lead Logistics representative on the Incident Management Team; manage mission support and resource coordination.
  • Oversee all logistical operations in both steady-state and emergency response, including procurement, inventory, transportation, and site readiness.
  • Maintain 90% mission readiness of all logistics systems, ensuring resources are deployable within two hours and self-sustaining for 72 hours.
  • Lead the coordination and movement of supplies, equipment, and personnel in support of all-hazards incident response (e.g., mass sheltering, commodity distribution, medical cache transport).
  • Establish, document, and manage SOPs for logistics functions to standardize workflows and optimize performance.
  • Manage all departmental budgets and requisitions, coordinate with Finance for cost tracking and reimbursement schedules.
  • Maintain strong vendor and partner relationships to ensure rapid sourcing and delivery of resources during activations.
  • Ensure compliance with DOT and other regulatory guidance for transportation, shipping, and logistical operations.
  • Oversee and maintain communications systems (e.g., radios, satellite devices, Alert Media) to ensure operational connectivity during all phases of response.
  • Maintain 24/7 availability during activations and deploy on short notice to support incident management, field operations, or EOC support.
  • Oversee logistics projects and deliverables to ensure operational readiness, contract compliance, and measurable outcomes.
  • Serve as a Deputy Executive Director for National EMR, capable of stepping into the Executive Vice President role as required, traveling as needed to represent National EMR at the highest levels with public and private partners, elected officials, and national stakeholders.


Requirements:

  • Strong working knowledge of ICS/NIMS and emergency management doctrine.
  • Proven ability to lead under pressure, manage teams, and maintain accountability in high-tempo environments.
  • Proficiency in Microsoft Office, tracking platforms, and communications systems.
  • Excellent verbal and written communication skills, including reporting and documentation.
  • Physical ability to work in austere field conditions, including lifting 50 lbs. and working extended shifts (14–21 days).
  • Ability to work independently and as part of a multidisciplinary IMT, exercising sound judgment in dynamic, resource-constrained environments.
  • Must be legally authorized to work in the U.S., hold a valid driver’s license, and pass a federal background check. Staff must agree to initial drug screening, background checks, and MVRs and consent to random upkeep during employment tenure.
  • Commitment to professional conduct and adherence to National EMR policies, safety standards, and regulatory compliance.
