This position is at the National Credit Union Administration (NCUA) in the Office of Human Resources, Division of Staffing and Classification. This position serves as a Division Director and is responsible for managing and implementing comprehensive, cost effective, and legally viable national recruitment, staffing, and position classification programs.
All applicants applying for the CU-15 grade level must have at least one full year of specialized experience equivalent to the CU/GS-14 grade level obtained in the private or public sector. Specialized experience for this position is defined as experience:
1. Supervising staff that implement staffing and classification programs and activities;
2. Advising senior leadership on organizational structures, including recommending changes to position management during realignments, workforce reductions, or mission-driven reorganizations; and
3. Developing organizational-wide policy related to staffing and classification programs and activities.

Responsibilities:
As the Director, Division of Staffing and Classification, you will:- Direct and manage national recruitment, staffing, and position classification programs, overseeing agency-wide operations, resources, and budgets to support NCUA's mission.
- Develop, implement, and ensure compliance with policies and procedures for human capital initiatives, keeping leadership informed and adapting to new legislation and requirements.
- Evaluate program effectiveness, analyze resource needs, and recommend improvements to meet strategic and mission-critical goals, including assessing the impact of regulatory changes.
- Lead collaboration with OHR leadership to design and execute human capital strategies, prepare reports and data analyses, and serve as Contract Officer's Representative for related contracts.
- Supervise HR Division staff, handling recruitment, training, performance management, recognition, disciplinary actions, and staff complaints within delegated authority.
