This position is at the National Credit Union Administration (NCUA) in the Office of Human Resources, Division of Staffing and Classification. This position serves as a Division Director and is responsible for managing and implementing comprehensive, cost effective, and legally viable national recruitment, staffing, and position classification programs.

Qualifications:

Specialized experience is the experience that has equipped you with the specific knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.

All applicants applying for the CU-15 grade level must have at least one full year of specialized experience equivalent to the CU/GS-14 grade level obtained in the private or public sector. Specialized experience for this position is defined as experience:

1. Supervising staff that implement staffing and classification programs and activities;
2. Advising senior leadership on organizational structures, including recommending changes to position management during realignments, workforce reductions, or mission-driven reorganizations; and
3. Developing organizational-wide policy related to staffing and classification programs and activities.

Responsibilities:

As the Director, Division of Staffing and Classification, you will:
  • Direct and manage national recruitment, staffing, and position classification programs, overseeing agency-wide operations, resources, and budgets to support NCUA's mission.
  • Develop, implement, and ensure compliance with policies and procedures for human capital initiatives, keeping leadership informed and adapting to new legislation and requirements.
  • Evaluate program effectiveness, analyze resource needs, and recommend improvements to meet strategic and mission-critical goals, including assessing the impact of regulatory changes.
  • Lead collaboration with OHR leadership to design and execute human capital strategies, prepare reports and data analyses, and serve as Contract Officer's Representative for related contracts.
  • Supervise HR Division staff, handling recruitment, training, performance management, recognition, disciplinary actions, and staff complaints within delegated authority.
