Job Title: Finance ManagerReports To: Chief Executive OfficerDepartment: CorporateFLSA Status: ExemptLocation: NCADD-SFV – Van Nuys, CASalary: $68,000 - $75,000 (DOE)POSITION SUMMARYThe Finance Manager provides strategic financial leadership and operational oversight to ensure sound fiscal stewardship across all NCADD-SFV programs, including SAPC DMC-ODS, Prevention, Managed Care, and other government and private funding streams. This role is responsible for managing financial operations in collaboration with the external bookkeeper and auditors, maintaining accurate accounting records, preparing cost reports, leading audits, strengthening internal controls, and supporting long-term financial sustainability.The Finance Manager partners closely with the President & CEO to develop the annual organizational budget, conduct forecasting, and produce financial reporting that informs executive decision-making and Board governance.This role is primarily on site, with hybrid potential to support operational collaboration with program, clinical, compliance, and administrative teams.KEY RESPONSIBILITIESFinancial Operations & AccountingMaintain the general ledger in partnership with the bookkeeper, ensuring compliance with GAAP and funder cost principles.Oversee accounts payable, accounts receivable, billing reconciliation, revenue recognition, and month-end close for all funding streams.Ensure proper classification and allocation of shared direct and indirect costs aligned with Cost Allocation Plan and County/State/Uniform Guidance requirements.Manage fixed assets, depreciation schedules, and capital project accounting (e.g., facility renovations, signage, furniture & equipment).Budgeting, Forecasting & Financial ReportingLead development of the annual budget in partnership with the CEO and program leadership, including multi-program cost modeling and scenario planning.Monitor internal budgets, track variances, and deliver monthly executive-level financial dashboards.Conduct financial forecasting, cash flow analysis, and multi-year sustainability modeling.Prepare Board of Directors finance packets and present financials as requested.Payroll Validation & Workforce FinanceReconcile and verify payroll records, PTO accruals, overtime, 401(k) deductions, and employee benefits liabilities.Coordinate with HR/Payroll to ensure accurate cost allocation by program and funding source.Ensure compliance with labor cost reporting and time study standards when applicable.Cost Reporting, Claims & CompliancePrepare and submit SAPC DMC and other County/State fiscal cost reports, ensuring accuracy and adherence to contract requirements.Maintain audit-ready documentation for all claims, invoices, and financial transactions.Support revenue cycle management and reimbursement optimization strategies.Audit & Compliance LeadershipLead financial audits, fiscal monitoring visits, and regulatory reviews.Serve as primary contact with auditors, funders, and County/State fiscal oversight staff.Implement and monitor internal controls that strengthen financial integrity and reduce disallowance risk.Policies, Systems & Continuous ImprovementUpdate and maintain financial policies, SOPs, and internal control frameworks.Optimize QuickBooks Online financial systems, chart of accounts, classes, projects, and reporting structure.Support training of managers on budgeting, fiscal compliance, and procurement standards.QUALIFICATIONSRequiredBachelor’s degree in Accounting, Finance, Business Administration, or related field; equivalent experience considered.3 years progressive finance/accounting experience, preferably in nonprofit or public sector behavioral health or healthcare.Strong working knowledge of government-funded cost reporting and grants/contracts accounting.Proficiency in QuickBooks Online, Excel/Google Sheets, and financial reporting tools.Ability to interpret and apply funder policies, including federal cost principles and SAPC fiscal requirements.PreferredExperience with Los Angeles County SAPC DMC-ODS, Prevention, and Managed Care invoicing and cost reporting.Knowledge of Uniform Guidance (2 CFR 200) and California DHCS/SAPC audit expectations.Familiarity with DHCS AOD, and Carf accreditation environments.CORE COMPETENCIESEthical financial stewardship and commitment to NCADD’s mission and values.Strong analytical and strategic thinking capability.Ability to translate financial information to diverse stakeholders.High accountability, discretion, and leadership presence.Commitment to equity, recovery-oriented systems of care, and continuous improvement.BENEFITS100% Employer-Paid Medical, Dental, Vision, and Life Insurance; with option to buy-up to Kaiser or Anthem PPOIncentive Compensation Program for exceeding managerial benchmarksPaid Time Off (PTO), Sick Leave, and 13 paid HolidaysProfessional development and continuing education support#hc209099
