Duties
Incumbent will lead a multi-functional team of HR Specialists at the full performance GS-12 level performing various recruitment and placement, classification and operations related duties and functions. Communicates higher-level plans, vision, missions and values to the team and integrates them into the team's goals, work plans and services. Defines assignments and projects to team members in terms of problems to be solved, milestones and timelines for completion. Coaches the team in the selection and application of problem-solving met hods; provides advice on procedures; and assists team members in identifying parameters for appropriate solutions. Assists the team in balance workload in accordance with established workflow, skill levels, and specializations; makes adjustments for priorities and timeliness; and ensures each employee has an integral role in developing the final team product. Trains and arranges for needed training, both in teamwork and in subject matter skills. Monitors and reports on work progress; checks work in progress and reviews completed work to see that supervisor's priorities, instructions, quality criteria and deadlines have been met. Uses consensus-building tools in coordinating team initiatives.
Provides appropriate tools for effective teamwork accomplishment, e.g. project files, policies, procedures and current knowledge to answer questions from team members. Prepares reports on work accomplishment and coordinates the presentation of work-related information to the supervisor. Informs the supervisor periodically of team and individual work accomplishments, progress and training needs. Resolves informal complaints and refers more serious/formal issues to the supervisor. Informs employees of availability benefits, services and work-related activities. Makes recommendations to the supervisor on assignments, promotions, tour of duty changes, and performance appraisals.
Performs public outreach as needed.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement.
